Sections 307 and 309 of the 1988 Indoor Radon Abatement Act (IRAA) direct EPA to identify areas of the United States that have the potential to produce elevated levels of radon. EPA, the U.S. Geological Survey (USGS), and the Association of, American State Geologists (AASG) have worked closely over the past several years to produce a series of maps and documents which address these directives. This paper advances a process for determining whether, e.g., waste-to-energy facilities are disproportionately located in minority and poor communities, and the author asks others to join in searching for a scientifically sound and fair process of resolving conflicting interests in locating LULUs. He also discusses some difficult issues and argues that they need to be addressed by a representative panel.

The purpose of this study was to determine the personal and professional characteristics of successful individuals who have had a positive influence on the development of public policy concerning the environment. Additionally, which characteristics are most likely to enhance success and determine which of these characteristics might contribute to efforts toward developing public environmental policy in the future were investigated. The purpose was accomplished through the design and implementation of a multiple case study utilizing a qualitative research methodology. Greenways As Vehicles For Social Expression, Center For Economic Development

Traditionally, the recognized functions of greenways include water resource protection and pollution abatement, riparian habitat enhancement and biodiversity, flood hazard reduction, recreation, environmental education, noise attenuation, microclimate enhancement (cooling and pollution abatement), and the reduction of bank erosion and downstream sedimentation (Platt, 1992). Phil Lewis simply prefers to think of greenways as environmental corridors, which he dubs "E-ways," for the four main purposes of environment, ecology, education, and exercise (1990). In this paper a fifth "e" purpose of expression will be suggested.

Mill Reuse Potential The Draper Mill Complex Hopedale, Massachusetts, Center For Economic Development

The purpose of this study was to determine the reuse potential of the 1. 7 million square foot Draper Mill in Hopedale, Massachusetts. The study was undertaken at the request of the Hopedale Industrial Development Committee. Their goal was to develop a means of diversifying the community's tax base. When the Draper Mill was in full operation approximately sixty percent (60%) of the Town's taxes were paid by the Mill. Today, with the Mill empty, ninety percent (90%) of the Town's taxes come from residential uses. The Committee sought to develop a means to diversify Hopedale's tax base and thus …

"Externalities" are costs imposed on third parties without compensation. Pollution is the archetypical externality. It is the pollution externality that has prompted the emerging national debate over whether public utility regulation should be modified to account for externalities. Jonathan Raab and two other authors [Freeman, Townsend, this issue] discuss the arguments surrounding the externality debate. These three authors earlier presented similar material at a Legislative Institute, sponsored by the Margaret Chase Smith Center for Public Policy's Project for the Study of Regulation and the Environment, for the Utilities Committee of the Maine State Legislature.

With the creation of tradable sulfur dioxide permits under the Clean Air Act Amendments of 1990, financial markets have been drawn into the effort to achieve targeted air pollution reductions at least cost. As Susan Dudley explains, financial markets will go well beyond simply providing a place to buy and sell permits. These markets will create a variety of "futures" contracts that will enable utilities to manage the risks of planning future strategies to control pollution.

The Clean Air Acts Amendments (CAA) of 1990 continue to affect public policy at the federal, state and local levels of government. At the PURE ’93 Conference last January, "Alternatives to Traditional Regulation," one panel explored the implications of the CAA on the Northeast. Joseph A. Maine’S “Other” Commissions: Maine Pesticide Control Board

Maine Policy Review has taken a particular interest in the activities of Maine's key regulatory agencies, such as the Public Utilities Commission and the Board of Environmental Protection. The state also has a number of regulatory agencies with jurisdictions over relatively narrow interests or industries. Because of their narrow mission, these agencies often do not attract regular media attention. In this issue, MPR continues its policy of highlighting these "other" regulatory boards, in this piece the Maine Pesticide Control Board, providing readers with general and contextual information about these bodies.
