The American School Counselor Association (ASCA) calls on school counselors to take part in collaborative work experiences using data to address problems of practice. School counselors experience professional isolation leading to underperformance (Elliot et al., 2004; Stone-Johnson, 2015). Transparent design has been promoted as a teaching pedagogy to promote student success, especially among marginalized student populations. This study seeks to understand the impact of participation in a transparently designed course on low-income students self-reported levels of academic self-efficacy and employer-valued skills in Washington state. This research furthers the understanding of low-income student success on campus while also providing a rigorous independent review of the Transparency in Learning and Teaching initiative’s (TILT) findings. With one of the lowest fertility rates on record, Taiwan is at the forefront of the global lowest-low fertility phenomenon. Policymakers in Taiwan and researchers around the world have a considerable interest in the reasons driving Taiwan’s depressed fertility and possible ways to alleviate the associated economic concerns. Properties of the housing market represent one suggested factor that may be contributing to this trend. Using individual panel data from Taiwan’s Panel Study of Family Dynamics, I test the correlation between homeownership and fertility outcomes. I find that other variables, such as marriage, age, generation, and socioeconomic status, can explain much …

This qualitative study examined the implementation of the Every Student Succeeds Act (ESSA) in Virginia and how this implementation impacts student achievement. Three research questions were the focus of this study. First, how is a local rural district implementing components of ESSA related to school improvement? In an attempt to maintain on-time graduation rates and reduce dropout rates, school districts, such as the one in this study, implement credit recovery programs. In an effort to improve student graduation rates and address graduation disparities, the Virginia school district in this study implements a summer credit recovery program that utilizes accelerated online learning as opposed to traditional direct instruction. Public support for market-based education reforms persists despite evidence that these reforms exacerbate the educational marginalization of Black and Brown students. Even among Democrats and ostensibly equity-minded policy actors, support for reforms like charter schools is widespread. How do people come to support racially stratifying policies despite their supposed commitment to ethic of social justice? While K-12 schools have been making efforts to integrate culturally responsive curriculum and instruction, the voice and representation of Black female students has been largely ignored. Overdisciplinary practices, high dropout rates, a likelihood to be incarcerated, exposure to sexual violence, and familial obligations have negatively impacted the academic achievement of some Black female students. Thus, educational leaders can try to find ways to acknowledge the unique needs of Black female students through reconceptualizing curriculum. This study explored the components of Maryland's newly-implemented teacher evaluation framework and compared state requirements with evaluations to three local school systems' evaluation procedures. The study sought to investigate the relationship between three evaluation protocols in comparison to the state requirements.;Three local school districts were selected based on their student population served and the availability of their evaluation documents. Howard County Public Schools, Anne Arundel County Public Schools, and Montgomery County Public Schools were selected. The Servicemen's Readjustment Act of 1944 (Public Law 78-346), generally referred to as the GI Bill, provided any veteran, who had served for at least 90 days from the time period of September 1940 to July 1947, paid full-time education. The original Act also called for the creation of a central agency dedicated to the administration of all veterans' benefits, which ultimately became the Veterans' Administration (VA). The GI Bill has been revamped five more times since its initial inception, with the most recent iteration, the Post-9/11 Veterans Educational Assistance Act of 2008, being hailed to be potentially as powerful …

The aim of this study was to determine the organizational characteristics and behaviors that contribute to sustaining a culture of academic optimism as a mechanism of student achievement. While there is a developing research base identifying both the individual elements of academic optimism as well as the academic optimism construct itself as contributors to student achievement, little information exists to assist school leaders in identifying specific organizational practices that sustain collective teacher efficacy, academic emphasis, and trust in students and families. This research was designed with the primary purpose of identifying the dimensions of principal support perceived by public high school teachers in Virginia and identifying the relationship between principal support and organizational citizenship behaviors. In addition, this study also examined the relationship between principal support and student achievement; organizational citizenship and student achievement, as well as the interaction of Principal Support, Organizational Citizenship Behaviors and Student Achievement when controlling for SES. As school districts negotiate accountability requirements imposed by federal and state policies regarding exit outcomes for students with disabilities, one strategic response has been to provide students with mild disabilities such as SLD, ED, and Gil with alternative routes to graduation (Goertz & Duffy, 2003; Guy, Shin & Lee, 1999; Johnson & Thurlow, 2003; Johnson, Thurlow, & Stout, 2007; Pankaskie & Webb, 1999). The purpose of this policy analysis was to examine the responses of selected states to the special education monitoring requirements of the Individuals with Disabilities Education Act of 2004 (IDEA) with particular attention paid to the years after this most recent reauthorization. This study compared the teaching practices and efficacy beliefs of traditional middle school teachers and International Baccalaureate Middle Years Programme (IBMYP) teachers in an urban school district using the framework of Stronge's Model of Effective Teaching (2007), Stronge and Tucker's (2003) Teacher Effectiveness Behavior Scale, and Tschannen-Moran & Hoy's (2001) Teacher's Sense of Efficacy Scale.
