Wild horse (Equus caballus) and burro (E. asinus; WHB) stakeholders in the American West are divergent in their views of free-roaming equids on public lands. Management authority for free-roaming equids on designated public lands was given to the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS) in 1971 by U.S. Congress with the passing of the Wild and Free-Roaming Horses and Burros Act (WFRHBA). In 1976, the Federal Land Policy and Management Act (FLPMA) mandated the BLM to manage public lands for multiple-uses, which included livestock grazing, energy development, recreation, and timber harvest. …

Overabundant wild horse populations can adversely impact the ecosystem, native wildlife, and other land uses. Once built around natural resource extractive industries, rural communities’ economies are changing as the United States is transitioning away from its industrial past. While much research has focused on rural economic shifts from natural resource production toward amenity-driven economies (Morzillo et al., 2015; Winkler et al, 2007), less research has explored the economic and demographic trends in areas pursuing new modes of production. This two-part study focuses on an understudied region with historic ties to timber in dry mixed-conifer forests, much of which are under federal land management. The movement to preserve Montana’s Gallatin Mountains, which stretch north from Yellowstone National Park, has been ongoing since the passage of the Wilderness Act in 1964. Largely undeveloped, the range’s sinuous, rocky crest, fertile meadows and thick lodgepole forests are vital to one of the earth’s last intact temperate ecosystems. The landscape provides refuge to rare populations of grizzly bears, elk, bighorn sheep, wolves and wolverines. Yet, the Gallatins remain the last major mountain range bordering the nation’s first and most iconic national park without congressionally designated wilderness. Federal revenue sharing programs aim to make up lost tax revenue to counties that contain federal land, as counties do not receive any property tax revenue from publicly owned lands. This may have a significant impact on rural school districts with a limited tax base, as most funding for public education comes from property tax revenue. My analysis seeks to determine the full impact of certain federal revenue sharing payments (paid out by the U.S. Forest Service) on school districts in counties that contain U.S. Forest Service land. My analysis shows that the payments have little impact on school district …

There has been a recent increase in use of an organized, forest ‘collaborative’ group approach for multi-stakeholder input on federal forestlands in the U.S. West. This approach relies on the creation of shared trust to achieve social agreement. Yet growing critiques suggest a lack of trust in the U.S. Forest Service [Forest Service], between stakeholders, and the collaborative process itself. We conducted three comparative case studies of established forest collaborative groups in Oregon, Washington, and Idaho to ask how trust is created and damaged or broken in this context. This study explores perceptions of long-term residents regarding links between governance, landscape, and community change in the McKenzie River Valley (MRV) in western Oregon and provides a general assessment of factors affecting resilience and adaptive capacity. Residents interviewed indicated that dramatic changes driven by market competition, timber industry changes, increased regulation, and rural restructuring have occurred in both the landscape and community. The changes that have transpired have redefined the relationship between the community and the landscape, moving away from local dependence on timber harvests to an economy focused on tourism and other ecosystem services.
