Unemployment, Alcohol, And Tobacco Use: Separating State Dependence From Unobserved Heterogeneity, Monica Deza

Previous literature presents mixed evidence on the effect of alcohol consumption on labor market outcomes. On one hand, heavy alcohol consumption has been shown to have detrimental effects on labor market outcomes. On the other hand, moderate consumption is positively associated with wages and employment. Despite substantial reduced form evidence, previous literature has not been able to separately identify the causal pathways linking moderate versus heavy alcohol use to labor market performance due to the lack of natural experiments that only target moderate versus heavy drinking, as well as limitations of available structural methods that model state dependence and unobserved …

It is no secret that there are challenges associated with the retainment of Chief Administrative Officer position in municipal governments throughout Ontario. Over Two-Thirds Of Opioid Overdose Victims In Canada Were Employed Before They Died, Alexander Cheung, Joseph Marchand, Patricia Mark

As in the United States, drug overdose is the leading cause of unnatural death in Canada, with most overdoses involving opioids. The authors of this brief quantify the lost labor productivity from opioid overdoses in Canada. They show that from 2016 to 2019, over two-thirds of opioid overdose victims were working and contributing to the economy before they died, with those employed in construction, trades, and transportation having the highest opioid overdose rates. The authors argue that destigmatizing drug use, ensuring a safe supply, and improving access to medical care and take-home Naloxone kits are critical for reducing overdose deaths.

The rise of information and communication technologies is a channel for job creation in the ECOWAS services sector because they make work more efficient and are a source of innovation. In this article, we analyse the impact of information and communication technologies on employment in the services sector in ECOWAS. This report analyzes the Southern Nevada employment ecosystem by utilizing occupational clusters recognized by the U.S. Department of Labor. The first section examines occupations in the tourism industry using three occupational clusters: hospitality and leisure; arts, audio/video technology and communications; and the transportation, distribution, and logistics. Next, this report utilizes the Las Vegas Global Economic Alliance’s 2022 Workforce Blueprint to identify the top 15 in-demand occupations for Southern Nevada and occupational clusters. Though the growth of the gig economy has coincided with increased economic precarity in the new economy, we know less about the extent to which gig work (compared with other self-employment arrangements and non-gig work) may fuel economic insecurity among American households. We fill this gap in the literature drawing on a sample of 4,756 workers from a unique national survey capturing economic hardships among non-standard workers like app-and platform-based gig and other self-employed workers during the COVID-19 pandemic. Results from generalized boosted regression modeling, utilizing machine learning to account for potential endogeneity, demonstrated that gig workers experienced significantly greater …

Telecommuting, the practice of working remotely at home, increased significantly (25% to 35%) early in the COVID-19 pandemic. This shift represented a major societal change that reshaped the family, work, and social lives of many Californians. These changes also raise important questions about what factors influenced telecommuting before, during, and after COVID-19, and to what extent changes in telecommuting have influenced transportation patterns across commute modes, employment, land use, and environment. The research team conducted state-level telecommuting surveys using a crowd-sourced platform (i.e., Amazon Mechanical Turk) to obtain valid samples across California (n=1,985) and conducted state-level interviews among stakeholders (n=28) …

Collective Bargaining And Digitalization: A Global Survey Of Union Use Of Collective Bargaining To Increase Worker Control Over Digitalization, Eckhard Voss, Daniel Bertossa

This article outlines and collates exemplary clauses from collective bargaining agreements and similar sources, such as guidelines for union negotiators on digitalization in public and private services. Based on the evaluation of agreements and single clauses and their mapping along seven key dimensions of workers’ rights and protection as regards digital technology in the workplace, the research shows that collective bargaining provides clear added value in the absence of legal provisions and by complementing and tailoring existing regulation to sectoral and workplace specificities, new emerging risks, and other challenges. Across the world, public services are rapidly being digitized. However, because of poor public procurement supplier contracts, poor laws, and a lack of governance processes and bodies, and because of competency gaps from all parties involved, digitization is happening in a void. As a consequence, harms are caused and rights are violated, threatening the future of quality public services.
