Affordable housing for low- and moderate-income earners has become the premier issue at the forefront of the community development debate. Throughout the last century, immigration, urbanization, suburbanization, gentrification and re-urbanization have left low- and moderate-income earners very few options in terms of affordable housing, with the problem growing increasingly worse. How do deliberators reason together on what is best? Planners, policy analysts and community developers should know how to recognize the validity of participatory deliberations claimed to give groups voice in policy decisions. Policy analyses have lost power in the face of postmodern critiques of objectivity. Practical policy analyses require more than objective validity for they express results of what Jürgen Habermas refers to as normative rationality. This study followed John Forester's recommended research agenda for rigorous empirical analyses of policy process deliberations using Jürgen Habermas' Theory of Communicative Action. The objective conditions of New Orleans such as poverty, unemployment, violence, poor healthcare, segregation, inadequate housing, drugs, and racism have created a cycle of despair that many in New Orleans cannot escape. This paper summarizes research conducted by the authors who served as the ad-hoc Disbursement Task Force created by NCPlenty, Inc., the non-profit managing agency for a local currency system in central North Carolina, USA. NCPlenty, Inc. began printing a scrip-based local currency called the PLENTY in October 2002. The PLENTY, or Piedmont Local EcoNomy Tender, is based on the Ithaca HOURS currency and has faced circulation and distribution issues similar to other HOURS-based systems in the US.
