This paper demonstrates how using the word "carbon" within global warming debates severely impedes lobbyists in favor of building stronger renewable energy policies in the European Union (EU). Within the EU, carbon is widely used to speak about many of the perils of climate change, global warming, energy policy, and contingent subject matters. In political circles, media outlets, and public debates, carbon acts a the pillar for many policies, discussions, and ideas related to fundamental errors of transferring energy from fossil fuels and nuclear sources. The purpose of market definition in antitrust law is to identify a grouping of sales such that a single firm who controlled them could maintain prices for a significant time at above the competitive level. The conceptions and procedures that go into “market definition” in antitrust can be quite different from those that go into market definition in IP law. When the issue of market definition appears in IP cases, it is mainly as a query about the range over which rivalry occurs. Institute for Veterans and Military Families

This brief is about the stress that occurs for caregivers of veterans due to secondary trauma. In policy and practice, caregivers can continuously monitor themselves for symptoms of secondary trauma, maintain a balance between professional life and personal life, and promote a supportive culture within the caregiver community; policies should acknowledge that secondary trauma stressors do exist for caregivers and should look for ways to reduce the negative effects of secondary trauma stressors. Suggestions for future research include using econometric models to detect relevant factors for risk of developing secondary trauma stressors.

This brief is about the health and age-related changes of wartime male veterans during later years in life as compared to non-veterans and non-wartime veterans. In policy and practice, veterans reaching retirement age, with help from their families, should pay attention to their health in case any conditions arise, and health policies should look at early-life health in addition to later-life health. Suggestions for future research include performing studies over time on younger veterans as they age and clearing up biases within the sampling processes.

During the 1990s, rich communities in the Greater Boston area got richer, and the richest made gains that were proportionally greater than the gains made by those communities only slightly less rich. At the same time, the poorest communities stayed poor, and in fact became more poor in comparison with communities slightly less poor. This dynamic is even more striking when the ten poorest communities are compared and contrasted with the ten wealthiest communities. Census figures show a rapidly expanding differential between the communities of the Greater Boston area. As a commonwealth, we should be considering policies designed to ameliorate …

Scholars analyzing the intersection of federalism and disaster law and policy have primarily focused on the difficulties federalism poses for interjurisdictional coordination of disaster response. Though scholars have highlighted that rising disaster risks and costs are associated with “land-use planning that exacerbates, rather than mitigates, disaster risk,” a more holistic analysis of land-use-related disaster law and policy is needed. This Article provides a more comprehensive framework within which to analyze prospective mitigation or prevention of disaster risk and costs through a rebalancing—or reconstituting—of the respective roles of the federal and state governments in land-use planning. Many studies exist on whether Voluntary Environmental Programs (VEPs) improve firms’ environmental performance. Furthermore, the literature on VEPs theorizes that specific features contribute to program performance. This study examines the ability of Voluntary Environmental Programs to reduce emissions and the role of institutional design on their performance. Specifically, this study aimed to identify if specific features influence performance more than others do. The indicator of performance focuses on the overall emission reductions of firms across years 2007-2009. A fundamental purpose of state-mandated growth management has been to infuse regional environmental concerns into local land use planning. Similarly, collaborative ecosystem planning efforts have attempted to encourage local communities to participate in regional planning efforts, and to adopt regional environmental goals and objectives into local land use plans. This paper presents results from a study of state-mandated local planning and collaborative regional planning, addressing in particular local ability to adopt and implement ecosystem planning initiatives for development management.

On July 4^th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. The rapid evolution in the Boston MPO transportation planning process is discussed as well as its particular application to the suburban-suburban transportation needs of low income individuals. The Massachusetts Ocean Management Plan (Plan) completed in 2009 recognized recreational boating as an activity with “significant actual and prospective conflicts among multiple waterway uses in Massachusetts” and included the economic value of recreational boating as a key socio-economic indicator that will be used to inform coastal management. At the time of Plan completion, statistically robust recreational boating data were identified as an important need for comprehensive ocean planning. To fill this data gap, the 2010 Massachusetts Recreational Boater Survey gathered information on boating activity in Massachusetts’ coastal and ocean waters directly from recreational boaters. Both climate change and technical change are uncertain. In this paper we show the importance of including both uncertainties when modeling for policy analysis. We then develop an approach for incorporating uncertainty of technical change into climate change policy analysis. We define and demonstrate a protocol for bottom-up expert assessments about prospects for technologies. We then describe a method for using such assessments to derive a probability distribution over future abatement curves, and to estimate random return functions for technological investment in different areas.
