The Inter-University Case Program: Challenging Orthodoxy, Training Public Servants, Creating Knowledge, Ryan Yeung Dec 2007

The Inter-University Case Program: Challenging Orthodoxy, Training Public Servants, Creating Knowledge, Ryan Yeung

Ryan Yeung

The list of individuals who participated in the Inter-University Case Program (ICP) reads like a who’s who list of public administration titans. In one form or another, scholar-practitioners like Dwight Waldo, Paul Appleby, Harold Stein, and Frederick C. Mosher played a part in the success of the program. This article examines the ICP with an epistemological eye. The era of the ICP was a period when scholars thought that the complexity of government prevented the development of general administrative principles and also prevented the use of conventional scientific methods to generate knowledge in the field. They believed instead that the …

The Creative Task Creator: A Tool For The Generation Of Customized, Web-Based Creativity Tasks, Jean Pretz, John Link Dec 2007

The Creative Task Creator: A Tool For The Generation Of Customized, Web-Based Creativity Tasks, Jean Pretz, John Link

Jean E Pretz

This article presents a Web-based tool for the creation of divergent-thinking and open-ended creativity tasks. A Java program generates HTML forms with PHP scripting that run an Alternate Uses Task and/or open-ended response items. Researchers may specify their own instructions, objects, and time limits, or use default settings. Participants can also be prompted to select their best responses to the Alternate Uses Task (Silvia et al., 2008). Minimal programming knowledge is required. The program runs on any server, and responses are recorded in a standard MySQL database. Responses can be scored using the consensual assessment technique (Amabile, 1996) or Torrance’s …

A Future Of Good Jobs?: America's Challenge In The Global Economy, Timothy Bartik, Susan Houseman

Susan N. Houseman

Can the U.S. economy generate healthy growth of “good” jobs—jobs that will ensure a steady improvement in the standard of living for the middle class and that will offer a way out of poverty for low-income Americans? In this book, leading policy analysts examine the challenges facing current U.S. labor market policy and propose concrete steps to make American workers and employers more competitive in a global economy.

Bayesian Density Forecasting Of Intraday Electricity Prices Using Multivariate Skew T Distributions, Anastasios Panagiotelis, Michael Smith Dec 2007

Bayesian Density Forecasting Of Intraday Electricity Prices Using Multivariate Skew T Distributions, Anastasios Panagiotelis, Michael Smith

Michael Stanley Smith

Electricity spot prices exhibit strong time series properties, including substantial periodicity, both inter-day and intraday serial correlation, heavy tails and skewness. In this paper we capture these characteristics using a first order vector autoregressive model with exogenous effects and a skew t distributed disturbance. The vector is longitudinal, in that it comprises observations on the spot price at intervals during a day. A band two inverse scale matrix is employed for the disturbance, as well as a sparse autoregressive coefficient matrix. This corresponds to a parsimonious dependency structure that directly relates an observation to the two immediately prior, and the …

A Synthesis Of Literature On The Effectiveness Of Community Orders, Paul Heaton Dec 2007

A Synthesis Of Literature On The Effectiveness Of Community Orders, Paul Heaton

Paul Heaton

The U.K. National Audit Office (NAO) commissioned RAND Europe to conduct this review to identify and synthesize international research about the effectiveness of community orders in reducing re-offending. In this report, we review research on ten of the common requirements contained in community orders. Through examining reviews, systematic reviews and meta-analyses we draw conclusions about the state of research in the areas of unpaid work, mental health treatment, education/skills training, drug treatment, anger management, alcohol treatment, programmes for perpetrators of domestic abuse, regular probation, intensive probation and cognitive/behavioural programming. We also assess the strength of the evidence on whether each …

The Overcharge As A Measure For Antitrust Damages, Martijn Han, Maarten Pieter Schinkel, Jan Tuinstra Dec 2007

The Overcharge As A Measure For Antitrust Damages, Martijn Han, Maarten Pieter Schinkel, Jan Tuinstra

Martijn A. Han

Victims of antitrust violations can recover damages in court. Yet, the quantification of antitrust damages and to whom they accrue is often complex. An illegal price increase somewhere in the chain of production percolates through to the other layers in a ripple of partial pass-ons. The resulting reductions in sales and input demands lead to additional harm to both downstream (in)direct purchasers and upstream suppliers. Nevertheless, U.S. civil antitrust litigation is almost exclusively concerned with direct purchaser claims for (treble) damages calculated on the basis of the overcharge. Similar best practice rules are emerging in Europe. In this paper, we …

Body Parts And Early-Learned Verbs, Josita Maouene, Shohei Hidaka, Linda Smith Dec 2007

Body Parts And Early-Learned Verbs, Josita Maouene, Shohei Hidaka, Linda Smith

Josita C Maouene

This article reports the structure of associations among 101 common verbs and body parts. The verbs are those typically learned by children learning English prior to 3 years of age. In a free association task, 50 adults were asked to provide the single body part that came to mind when they thought of each verb. Analyses reveal highly systematic and structured patterns of associations that are also related to the normative age of acquisition of the verbs showing a progression from verbs associated with actions by the mouth, to verbs strongly associated with actions by hand and arm, to verbs …

Bimanual Coupling In Left And Right Space: Which Hand Is Yoked To Which?, Gavin Buckingham, Gordon Binsted, David Carey Dec 2007

Bimanual Coupling In Left And Right Space: Which Hand Is Yoked To Which?, Gavin Buckingham, Gordon Binsted, David Carey

Gavin Buckingham

• Reaching across the body into contralateral space with one hand incurs a substantial cost on various measures of performance, compared to ipsilateral reaches of a similar amplitude (Carey, Hargreaves, & Goodale, 1996).

• When reaching with both hands, unimanual asymmetries disappear.

-The hands take off and land concurrently (Kelso, Southard, & Goodman, 1979).

• To test if this ‘yoking’ is driven by the left or the right hand, participants performed reaches of different amplitudes.

• These reaches were made to the left or right side of space.

-Further increasing the unimanual (baseline) asymmetries that get wiped out by the …

Friendships With Peers Who Are Low Or High In Aggression As Moderators Of The Link Between Peer Victimization And Declines In Academic Functioning, David Schwartz, Andrea Hopmeyer Gorman, Kenneth Dodge, Gregory Pettit, John Bates Dec 2007

Friendships With Peers Who Are Low Or High In Aggression As Moderators Of The Link Between Peer Victimization And Declines In Academic Functioning, David Schwartz, Andrea Hopmeyer Gorman, Kenneth Dodge, Gregory Pettit, John Bates

Andrea Hopmeyer Gorman

This paper reports two prospective investigations of the role of friendship in the relation between peer victimization and grade point averages (GPA). Study 1 included 199 children (105 boys, 94 girls; mean age of 9.1 years) and Study 2 included 310 children (151 boys, 159 girls; mean age of 8.5 years). These children were followed for two school years. In both projects, we assessed aggression, victimization, and friendship with a peer nomination inventory, and we obtained children's GPAs from a review of school records. Peer victimization was associated with academic declines only when children had either a high number of …
