Women’S Representation And Status In Law Enforcement: Does Calea Involvement Make A Difference?, David Burlingame, Agnes L. Baro

This study’s objective was to determine if involvement in the Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation process will have a significant, positive effect on the representation of sworn women in large police agencies at all organizational levels and on the representation of women of color as a percentage of the total workforce. This study compared 193 large (100 or more sworn personnel) non-CALEA agencies with 201 large CALEA agencies. Results of this research suggest that there are significant differences between CALEA and non-CALEA agencies and that involvement in the CALEA accreditation process appears to encourage and facilitate …

The justice system handles thousands of cases involving juvenile victims each year. These victims are served by a complex set of agencies and institutions, including police, prosecutors, courts, and child protection agencies. Despite the many cases involving juvenile victims and the structure in place for responding to them, the juvenile victim justice system model presented in this Bulletin is a new concept. Although the juvenile victim justice system has a distinct structure and sequence, its operation is not very well understood. Hacks, Cracks, And Crime: An Examination Of The Subculture And Social Organization Of Computer Hackers, Thomas Jeffrey Holt

This dissertation examines both the subculture and social organization practices of computer hackers. The concept of normative orders (Herbert, 1998: 347) is used to explore hacker subculture in different contexts. To assess hacker social organization, I use Best and Luckenbill¿s (1994) framework of organizational sophistication as well as measures from Decker et al. (1998). The relationships between subculture, social organization, and behavior are explored as well. I collected three qualitative data sets to explore these issues, including posts from six on-line hacker discussion forums, in-depth interviews with active hackers, and field observations at the Defcon 12 hacker convention. Evaluation Of Field Sampling And Analysis Methods For Fire Investigation Including Electronic Noses And Adsorption Sampling/Gas Chromatography Mass Spectrometry, Laura Conner

This study evaluates the use of commercially available instruments for locating and collecting accelerants in the field. Electronic noses can be used to scan a fire scene for the possible presence of an accelerant. The TLV Sniffer® was found to be able to detect accelerants at low levels but did alert to some burned matrix alone. When subjected to a proficiency test designed for canines, the TLV Sniffer® was able to locate accelerants in two of the three tests. The tpi®Pocket was found not to be sensitive or selective enough to be useful in locating accelerants. Once the location of …

There is great uncertainty about when and under what circumstances there is a need for a presentence report prior to the sentencing of a young offender. To clear up this confusion, various judgements have addressed the matter. It emerged as a general rule that presentencing reports 'should' be obtained for all offenders under the age of 18 years. This presentation was given in September of 2005 as Dr. Gordon A. Crews’ presidential address during his year as president of the Southern Criminal Justice Association. It is an overview of the issue of academic and professional integrity, or lack thereof, in higher education. The comparison of academics to “snake oil salesmen” of the past is the central focus of this presentation. The presentation also analyzes the issues of integrity and collegiality in the three traditional areas of academics’ professional lives: teaching, research, and service.

The Suits That Counted: The Judicialization Of Presidential Elections After Bush V. Gore, Charles Anthony Smith, Christopher Shortell

After the litigation of the 2000 presidential election are parties, candidates, and interest groups more likely to utilize pre-election litigation as a part of the normal election strategy? Our findings suggest this is the case, at least when a close election is anticipated. The difference in the political landscape and logic after the 2000 litigation is that the political players now perceive the judiciary as a venue of first rather than last recourse. Using data from all fifty states and the District of Columbia, we show that courts are seen as one of the primary arenas for challenging the rules …

Finding Hidden Value Through Mixed-Methodology: Lessons From The Discovery Program’S Holistic Approach To Truancy Abatement, Holly Miller, J. Miller

Policy makers often bemoan the shortcomings and inefficiency of youth development and similar social work programs whose effectiveness cannot be demonstrated by quantifiable performance indicators. This study argues, through illustration of the Odyssey Learning Center’s Discovery Program (an alternative school serving rural Southern youth in an abject poverty context), that program value can only be evidenced through a mixed-methodological evaluation design. Reasons precluding traditional statistical analysis and effectiveness determinations are discussed and alternative conceptualizations of program value are considered.

This presentation discusses youth crime and violence within the context of evolving democracy. The focus is to compare Turkish juvenile crime to that experienced in the United States and the United Kingdom (e.g., extent, characteristics, causes, solutions, etc.). During the mid-to late 1990s, Turkey’s juvenile crime rate skyrocketed, although rates have decreased in recent years. The purpose of this study was to analyze those factors that affect the commitment rate of juveniles and how outside variables such as gender, race, parents, and school attendance affect the commitment rate of crime and delinquency. The variables used for this study came from the Gang Resistance Education and Training (G.R.E.A.T.) data collected by Esbensen and Osgood (1999). The analysis revealed that females are more likely to have a higher commit rate than males, that Whites have a higher commit rate than other races, that those juveniles living with their father have a lower commit rate than those living …

Intimate Violence: The Effects Of Family, Threatened Egotism, And Reciprocity., Jessica Lynne Holt

This study was undertaken in an attempt to investigate the impact of family, threatened egotism, and reciprocity on a person’s use of intimate violence. Threatened egotism proposes that aggression is the result of high but unstable self-esteem, which is conceptualized as high self-esteem coupled with high narcissism. Self-report questionnaires were administered to randomly selected cluster samples of 423 college students, 147 males and 276 females. The mean age is approximately 22 with 93% indicating they are White and 7% non-White. While no support was found for threatened egotism, violence witnessed in the family of origin and reciprocity were found to …
