Changes in the national and international economies have forced Maine and other states to reexamine their approaches to economic development. No longer are the traditional approaches useful in the context of a global economy. Maine's present and future economic growth requires that the state respond to the realities of this new economic landscape. Decisions concerning the pricing of public utilities are rarely made without controversy. Electric utilities have garnered the lion's share of the attention in recent months because of the rising cost to consumers of electricity, despite surplus generating capacity and relatively cheap power available on the open market. But other regulated utilities—natural gas, telecommunications, and water—also face important pricing issues in the months ahead. Rising electricity costs over the past several years have set off alarm bells about the possible effects on economic growth in Maine. The pricing of electric power is not only an issue at the state level, it also gathers the attention of the Federal Energy Regulatory Commission. A major pricing issue now facing FERC involves electric transmission. This reflects increased competition in the electric generation business and is of particular concern in the wholesale electricity market, which is regulated by FERC. As FERC Commissioner Donald F. For the past five years, a small, but dedicated group of Mainers has been working on the perplexing and sometimes controversial issue of defense conversion. The Portland-based Economic Conversion Project (ECP), an initiative of the Maine Peace Fund, sees opportunity in the nation’s defense downsizing efforts where others see only adversity. Reform of Maine’s school funding law has been a vexing issue for educators and politicians alike. It continues to dominate the education issue agenda inAugusta and will be a major focus of attention by the 117th State Legislature. In this article, Josephine LaPlante examines two broad issue areas of educational funding reform that have been the source of much debate and contention: pupil equity and taxpayer equity. School change does not happen in a vacuum. It requires initiative and leadership. Because Maine's educational system features a strong local control component, successful educational change requires development of local leadership. George Marnik and Gordon Donaldson report on the Maine Academyfor School Leaders, an educational leadership development project in which they were involved. Among other things, the researchers learned that successful educational change is not likely to result from a one-size-fits-all state policy. Rather, successful reform occurs "one individual at a time, one school at a time."

Maine’s utility regulators have occasionally ventured into the uncharted waters of utility regulation reform. Some such efforts have been more successful than others. Leslie Hudson and Stephanie Seguino document the process and outcomes of one such attempt at alternative electric utility regulation, the Electric Revenue Adjustment Mechanism, or ERAM.
