Economic Development In Maine: Strategies And Opportunities, Steven Ballard, Stephanie Seguino, Charles S. Colgan
Maine Policy Review
Changes in the national and international economies have forced Maine and other states to reexamine their approaches to economic development. No longer are the traditional approaches useful in the context of a global economy. Maine's present and future economic growth requires that the state respond to the realities of this new economic landscape. In this article, Steven Ballard, Stephanie Seguino and Charles Colgan put forth their thoughts and conclusions on the strategies and opportunities upon which Maine's economic development efforts should focus.
Pricing Challenges Facing Maine’S Utility Regulators, Thomas L. Welch
Pricing Challenges Facing Maine’S Utility Regulators, Thomas L. Welch
Maine Policy Review
Decisions concerning the pricing of public utilities are rarely made without controversy. Electric utilities have garnered the lion's share of the attention in recent months because of the rising cost to consumers of electricity, despite surplus generating capacity and relatively cheap power available on the open market. But other regulated utilities—natural gas, telecommunications, and water—also face important pricing issues in the months ahead. The 1994 conference, sponsored by the Margaret Chase Smith Policy Center's Project for the Study of Public Regulation and the Environment [PURE], explored several of these issues earlier this year. An important Maine perspective on pricing issues …
Pricing Issues In Telecommunications, Robert W. Crandall
Pricing Issues In Telecommunications, Robert W. Crandall
Maine Policy Review
Over the last quarter century, significant changes have occurred in telecommunications. The breakup of AT&T and a myriad of technological innovations have sounded the death knell for the theory of telecommunications as a natural monopoly, according to Robert W. Crandall of the Brookings Institute. In the following article, Dr. Crandall assesses a variety of pricing issues that must be addressed by regulators, telecommunications firms and consumers in an increasingly competitive telecommunications market.

Electricity Costs And The Maine Economy: Review And Prospects, Charles S. Colgan
Electricity Costs And The Maine Economy: Review And Prospects, Charles S. Colgan
Maine Policy Review
Rising electricity costs over the past several years have set off alarm bells about the possible effects on economic growth in Maine. Efforts to at least reduce the rate of growth of electricity prices have led to charges and countercharges between the state's largest utility and many of the non-utility generators (NUG's), and resulted in major battles in the recent session of the Maine Legislature. In all of the discussion, however, there has been little information about two key questions: How high are Maine's electricity costs relative to other areas, and how sensitive is the Maine economy to changes in …
Electric Competition And The Federal Energy Regulatory Commission, Donald F. Santa Jr.
Electric Competition And The Federal Energy Regulatory Commission, Donald F. Santa Jr.
Maine Policy Review
The pricing of electric power is not only an issue at the state level, it also gathers the attention of the Federal Energy Regulatory Commission. A major pricing issue now facing FERC involves electric transmission. This reflects increased competition in the electric generation business and is of particular concern in the wholesale electricity market, which is regulated by FERC. As FERC Commissioner Donald F. Santa makes clear in this article, access to transmission lines and the price to be paid for that access are extremely important issues to independent power producers. This article is based on Commissioner Santa's keynote speech …

Maine’S Gubernatorial Candidates Present Their Positions On Health Care Reform, Jonathan Carter, Susan Collins, Angus King
Maine’S Gubernatorial Candidates Present Their Positions On Health Care Reform, Jonathan Carter, Susan Collins, Angus King
Maine Policy Review
Few issues have dominated the public policy agenda in the last decade as health care reform has in 1994. Although health care reform is stalled in Congress at this writing, it is not an issue that will exit the public stage quickly or quietly. Mainefaces many of the problems that have spurred the national health care debate. The state has made some attempts to address these through public policy. But larger health care issues remain unresolved and the next governor will most certainly play a major role in addressing those issues. Maine Policy Review invited the four major candidates seeking …

Next Steps In Business Conversion: Supporting Innovation And Entrepreneurship, Eric R. Pages
Maine Policy Review
Defense conversion is a major issue confronting Maineand other states that are threatened with the loss of major military and civilian defense facilities. The closing of Loring Air Force Base this year has made real to most Mainecitizens the rapidly changing nature of the state’s defense infrastructure. As the anxiety increases about the future of remaining defense facilities, both the public and private sectors are working to develop meaningful conversion programs and policies. The latter was the focus of a statewide conference on defense conversion, "From Defense to Offense" held last June in Portland. This article by Eric R. Pages …

Defense Downsizing: The Economic Impacts In New England, Yolanda K. Kodrzycki
Maine Policy Review
Yoland R. Kodrzycki reviews the extent of New England’s dependency on defense and various measures of the severity of defense downsizing. The analysis is put in the broader context of the New England economy. Because the economy can provide opportunities or constraints, it is important to understand the general economic environment when designing a defense conversion strategy. This article is excerpted from the author’s remarks at a conference entitled “From Defense to Offense: Converting Maine’s Economy in a Time of Shrinking Military Expenditures,” which took place in Portland on June 13, 1994. The views expressed do not necessarily reflect official …

The Maine Economic Conversion Project: Promoting A Sustainable Future, Susie Schweppe, Nicholas Karvonides
Maine Policy Review
For the past five years, a small, but dedicated group of Mainers has been working on the perplexing and sometimes controversial issue of defense conversion. The Portland-based Economic Conversion Project (ECP), an initiative of the Maine Peace Fund, sees opportunity in the nation’s defense downsizing efforts where others see only adversity. Among other goals, the private, non-profit ECP wants to create a sustainable economy that is more responsive to public need than to the disintegrating military industrial complex. Susie Schweppe and Nicholas Karvonides of ECP recently discussed with Maine Policy Review the status of their project and the challenges confrontingMaine …

School Funding In Maine: The Case For Reform, Josephine M. Laplante

In this article, Josephine LaPlante examines two broad issue areas of educational funding reform that have been the source of much debate and contention: pupil equity and taxpayer equity. Among other things, she offers some alternatives for alleviating the most pressing problems associated with those issues.

Fusing Educational Reform Policy And Action: Assuring The Development Of Local Leaders, George F. Marnik, Gordon A. Donaldson Jr.
Maine Policy Review
School change does not happen in a vacuum. It requires initiative and leadership. Because Maine's educational system features a strong local control component, successful educational change requires development of local leadership. George Marnik and Gordon Donaldson report on the Maine Academyfor School Leaders, an educational leadership development project in which they were involved. Among other things, the researchers learned that successful educational change is not likely to result from a one-size-fits-all state policy. Rather, successful reform occurs "one individual at a time, one school at a time."

Assessing Maine’S Eram Experiment, Leslie Hudson, Stephanie Seguino
Maine Policy Review
Maine’s utility regulators have occasionally ventured into the uncharted waters of utility regulation reform. Some such efforts have been more successful than others. Leslie Hudson and Stephanie Seguino document the process and outcomes of one such attempt at alternative electric utility regulation, the Electric Revenue Adjustment Mechanism, or ERAM. They endeavor to answer several questions arising from this brief and failed, but interesting regulatory experiment.

Retail Competition In The U.S. Electricity Industry, John P. Hughes
Maine Policy Review
The ever-increasing competitive nature of the electric utility business has been lent additional impetus by federal policies that mandate restructuring of the industry. John Hughes, writing from the perspective of large industrial consumers, offers a vision for restructuring the electric utility industry. He frames his vision in response to goals outlines in the California Public Utilities Commission’s proposal to restructure that state’s electric utility industry

Health Care Reform: Where Do We Go From Here?, Michael S. Dukakis
Maine Policy Review
Will universal health insurance ever become a reality? In this, based on his address in October as the 1994 Margaret Chase Smith Lecturer, former Massachusetts Governor Michael S. Dukakis suggests that efforts to establish universal coverage will continue. He argues, however, that the success of these efforts depends on the public adhering to the principle that all citizens will contribute to a system of universal coverage.

From Cold War To Microchips: Stepping From The Past Into Our Future, Malcolm Forbes Jr.
Maine Policy Review
Malcolm "Steve" Forbes Jr., editor-in-chief of FORBES Magazine, looks often to history to explain the present and to predict the future. In an address to the 21st annual Governor's Economic Development Conference at the University of Maine last fall, Forbes identified two important trends, one grounded in the past (the Cold War), and one symbolic of the rapid change experienced at present (the microchip), in suggesting that the economic future for Maine and the nation is only limited by our willingness to give in to our fears about what that future holds. This article is an edited version of Forbes’ …

An Interview With Chip Morrison: Public Service As A Value, Chip Morrison
Maine Policy Review
Earlier this year, Charles "Chip" Morrison completed seven years of service in the administration of Maine Governor John McKernan, first as Commissioner of Administration and then as Commissioner of Labor. At a time when experience in government, whether in an appointive or elected capacity, is looked upon by many with a mixture of suspicion and disdain, Morrison preaches the sermon of government-as-service. In this interview, Morrison also talks about the values which have guided him in his public service career and touches upon a number of public policy issues with which he was involved as a department head.

From Welfare To Work: Prospects For Transition, John Dorrer
Maine Policy Review
Welfare reform is at the top of the agenda for many members of the new Congress. But, as John Dorrer observes addressing this increasingly important topic, no silver bullet for solving our welfare problems has been found. He urges welfare reformers to attempt to understand the social and economic contexts in which our welfare system operates and to move cautiously in making changes.
