This report was prepared for the Clackamas County Blue Ribbon Committee on Law Enforcement by the Center for Urban Studies, Portland State University. The report provides a description of the current system of law enforcement service provision in the County by city and County service providers. It also analyzes the current financing process of law enforcement with regard to the equity of service received in relation co amounts paid by city and County residents. We explore the dynamics of governing and managing multi-modal regional transit agencies through a case study of the Tri-County Metropolitan Transit District (Tri-Met), which provides bus and rail transit services to the Portland, Oregon, metropolitan area (see map). Along with other similarly constituted firms in the United States transit industry, Tri-Met confronts the challenge of providing service in a geopolitical context that is quite different than when the agency was created. Conventions, trade shows and meetings represent an industry of considerable size in the United States. In a 1984 survey, the International Association of Convention and Visitors Bureaus estimated a total of 20.5 billion dollars of annual expenditure generated by 54.3 million delegates nationwide. Despite its economic importance, the industry has received little analytical attention in the literature on tourism. In this paper we develop and estimate a model of demand for metropolitan convention facilities. Our results suggest that metropolitan convention activity is sensitive to both cost and attraction-related factors.

Employment in the wood products industry in Oregon has declined over the past decade despite the resurgence in demand for the products of the industry in the last few years. Because of the dependency of rural regions on this industry, the Ford Foundation funded the authors to undertake a study of the causes and consequences of employment decline within the industry. Such information can contribute to the development of strategies for improving the economic viability of these regions.

Reading instruction in China and that in the United States are so different that they are not compatible. In fact, they seem to go in opposite directions. This study examined some of the differences between Chinese EFL reading instruction and American ESL reading instruction through analyzing selected tape-recordings of reading classes from China and the United States, and comparing Chinese EFL reading textbooks with American ESL reading textbooks.

Effects Of Flat Panel Display Parameters Across Three Application Areas Upon Similarity Judgments, Novia Weiman

A human performance experiment was conducted to investigate pixel parameter requirements for three types of flat-panel display images: an alphanumeric character, an oscilloscope waveform, and a real-world image. Subjects performed similarity judgments between an extremely high-quality image and an image composed of different levels of anti-aliasing and pixel width-plus-pixel separation (pitch). It was found that the effect of pitch had greater influence on perceived image quality for the alphanumeric character and oscilloscope waveform than for the real-world image. Research exploring the object-oriented paradigm as a tool with which to model location of objects in maps is reported. The research led us into three areas:

• the use of an object-oriented language, Smalltalk.-80 to model cadastral location using the object-oriented paradigm.
• study of the development of spatial information systems, such as engineering design and computer-aided design(CAD) database systems based on object-oriented ideas, to see how that approach might be useful for developing a mapping system.
• Finally, the conceptual exploration of how an object-oriented approach might facilitate linkages of location among layers of a land information system.

There is a common belief that the special situation one encounters in restrooms is likely to evoke negative associations between the setting and a potential product, and that these presumed associations make advertising in restrooms incompatible with the objectives of advertisers.

This general proposition was questioned on theoretical grounds. It was argued that the specific situation in a restroom would be conducive to advertising goals in a number of ways. In addition, while negative associations may occur with certain kinds of products, others were hypothesized to be unaffected. Beyond Difference Scores: Testing Models Of Speed Of Information-Processing Using Confirmatory Factor Analysis, Gary A. Uhland

This study has two parts: Part I discusses the limitations of difference scores and exploratory factor analysis for representing speed of information-processing stages in the context of a reanalysis of a study by Vernon (1983). Vernon interpreted the differences between objectively measured reaction times on various simple cognitive tasks as components of speed of information processing. Correlations were calculated among these differences and subjected to exploratory factor analysis. The factors obtained from this analysis were interpreted by Vernon in terms of short-term and long-term memory processing constructs. Eating Disorders: The Correlation Of Family Relationships With An Eating Disorder Continuum, Jana Schweitzer

For the purposes of this study, eating disturbances were placed on a continuum ranging from disordered to normal, and family factors were examined via this framework. Research on anorectics and bulimics indicates that a variety of family variables contribute to the etiology of eating disorders. Research suggests the presence of a subgroup of persons who experience some disturbance in their relationships with food but not to the severity observed among eating disordered individuals. This study examined the relationship between family factors and eating disturbances.

This study examines the various types of ergative phenomena in the grammar of the Mayan language Quiche spoken in Guatemala. There is a brief discussion of the phonology of Quiche together with a discussion of the various orthographies which have been used to write the language. This is followed by discussions of the morphology of pronouns, nouns, adjectives, intransitive verbs, transitive verbs, positionals, adverbs, and particles. These discussions include a complete and thorough account of the inflectional morphology, including the ergative/absolutive verb agreement system. Two theories of work motivation taken from the field of Industrial/Organizational Psychology were compared in a six-week field experiment at a Fortune 500 company. A Job Enrichment Model (Hackman & Oldham, 1975) was used and the Motivating Potential Score (MPS) of three groups of machine operators was obtained before and after a six-week productivity study. Three goal conditions based on Goal Theory (Locke, 1968) were assigned one to each of three groups of machine operators and comparisons were made between the treatment groups. Production increases resulted from providing goals and feedback to subjects, but these increases were not statistically significant. …

The purpose of this study was to compare the frequency and range of communication intentions in normally developing toddlers and ELD toddlers. Data were gathered from ten minute video tapes of low structured parent/child interaction by coding twelve communication intentions commonly acquired in the first two years of life and expressed with five modes of communication.
