Public Policy Response To Violence: Case Study Of Boko Haram Insurgency In Nigeria, Emmanuel Baba Mamman
Walden Dissertations and Doctoral Studies
The violence of the Boko Haram insurgency in Nigeria has generated an increased need for public policy responses. Nigerian authorities and community stakeholders have attempted myriad responses to the challenges created by Boko Haram. However, there is a poor understanding of policy frameworks for handling the Boko Haram violence on the immediate, medium-term, and long-term dimensions. The purpose of this qualitative case study was to improve the understanding of the public policy measures that may help to address the Boko Haram challenge. John Burton's theory of human needs provided a theoretical foundation for the study. Purposive sampling technique was used, …

Gender And Millennial Support For Women Political Leaders, Delaina Lea Sawyers
Walden Dissertations and Doctoral Studies
Despite comprising more than 50% of the population and voting in greater numbers than men, women are underrepresented in U.S. political leadership. Although research exists on the correlation between gender and politics, little literature addresses the influence of generation and gender on voting behavior. Using Jaggar's liberal feminist theory as a framework, the purpose of this study was to investigate the relationship between female generational cohorts and their policy preferences and candidate support. Two research questions assessed the differences between female millennials and baby boomers regarding policy preferences in the areas of income equality, opportunity, representation, and candidate support. A …

Media Exposure To Crime, Fear Of Crime, And Social Interaction Anxiety, Genea Shoulders
Walden Dissertations and Doctoral Studies
In 2000, approximately 30% of all news stories in mass media focused on crime. According to research, increased exposure to the media directly correlates to an increased fear of crime; however, little research has been conducted into this influential relationship and the extent of which it could affect a person’s social interaction anxiety. Therefore, the study’s purpose was to examine the relationship and consequential impact of media exposure and the extent of which the fear of crime had on individuals’ social interaction anxiety levels. Through a quantitative approach, this study used the theory of cultivation. Question one examined the effect …

The Values Influencing Assistant Principals' Decisions To Utilize School Resource Officers, Tracy Yvette Thompson
Walden Dissertations and Doctoral Studies
School administrators use control and maintenance to create a safe learning environment for students in the United States public schools. However, when school resource officers (SROs) within U.S. schools are assigned authority over disciplinary procedures certain students become negatively impacted. Substantial research has been conducted regarding the impact and roles of SROs, but very few studies explored the opinions of assistant principals (APs), the individuals typically responsible for the enforcement of school discipline. In this study, a qualitative interpretative design was used to explore what values and beliefs guide APs in their decisions to involve SROs in school disciplinary procedures. …

Nonprofits’ Financial Health And Healthy People 2020 California Program Outcomes, Tammie Vanessa Johnson-Lozolla
Walden Dissertations and Doctoral Studies
Nonprofit organizations (NPOs) are essential for implementing U.S. health promotion policies such as the Healthy People 2020 Nutrition and Weight Status 9, 10.4, and 15.1 program goals. Obtaining and sustaining NPO funding are pervasive problems. Prior research has focused primarily on NPO financial measures without taking into consideration a conjoint assessment of program outcomes connected to their primary mission. This study examined the influence of financial, accountability, and transparency measures on a selection of California NPOs whose program goals focused on Healthy People 2020 nutritional outcomes. Using Mohr’s program theory lens, this quantitative study examined financial strategies and administrative components …
Coalition Sustainability After Federal Funding Is Expended: A Case Study, Shawnee Marie Seese
Coalition Sustainability After Federal Funding Is Expended: A Case Study, Shawnee Marie Seese
Walden Dissertations and Doctoral Studies
Community coalition sustainability has been a focus of scholars as community coalitions deliver vital programs and services for communities in need. Despite the value coalitions bring to U.S. communities, they often become vulnerable after federal funding is expended. Researchers acknowledge the need to build understanding of coalition sustainability and have identified factors that contribute to the sustainability of programs, but studies on the topic remain quite limited. Federal funding requirements are more stringent than in previous years, requiring evidence of sustainability planning, which increases the urgency to identify those elements that ensure sustainability. The purpose of this study was to …

Optimizing Body-Worn Camera Usage For Desired Outcomes And Solutions, Andre Rodriguez
Walden Dissertations and Doctoral Studies
Body-worn camera (BWC) use in the application of the law enforcement function has become a novelty during the last few years in the United States. BWCs are being implemented in localities without adequate research about community perceptions. Moreover, very few studies have been conducted about the perceptions of community members in a particular area about these devices. The purpose of this qualitative case study was to better understand the perceptions and beliefs of community members from different backgrounds about BWCs. The research questions entailed learning about current perceptions regarding BWCs and how these devices impact trust, safety, and accountability. Social …

The Relationship Between Organizational Culture And Profitability Of Small, Nonprofit, Private, Higher Education Institutions In Georgia, Walter V. Murray
Walden Dissertations and Doctoral Studies
Small, nonprofit, private, higher education institutions (SNPHEIs) are facing economic challenges that threaten their existence. This threat represents a public policy problem because 28% of all higher education in America is delivered by SNPHEIs. The purpose of this study was to investigate any correlational relationships that may exist between the organizational culture (OC) in SNPHEIs and their financial sustainability. Based on the competing values framework, a causal relationship between OC and organizational profitability within the SNPHEI was posited. In this study, both descriptive and comparative research questions were used; they focused on the OC types identified in the competing values …

A Sub-Sahara African Army's Perspectives Of Security Force Assistance Training Effectiveness, Richard Kemp
Walden Dissertations and Doctoral Studies
Past research and government reports document that Security Force Assistance (SFA) provided by the United States to partner nations often failed to achieve the desired impact of developing the capacity and capability of the partner to defeat an insurgency and maintain security. A lack of research and available data inhibit the identification of reasons SFA programs fail. In this qualitative phenomenological study, the perspectives of recipients of training were explored to understand the factors that impact the development of capability and capacity as a result of SFA training. The agency theory was applied as the theoretical framework in the study …

An Examination Into Fusion Centers Impact On Information Sharing Post 9/11, Racquel Nicola Palmer
Walden Dissertations and Doctoral Studies
The aftermath of the 9/11 attacks on the United States resulted in the introduction of the National Fusion Center Network. This effort seeks to empower National Security by effectively sharing information between various law enforcement organizations. Since the establishment of the Network, information that addresses the Networks' standard operating procedures and existing barriers to share information effectively has been lacking. This caused many criticisms as to whether the network is in fact effective in fulfilling its mandate to effectively share information between the various law enforcement agencies. Utilizing Bandura's cognitive theory of behavioral change, this phenomenological study identifies the strategies …

The Beliefs Of Sex Education Instructors In The Classroom, Denise Stewart
Walden Dissertations and Doctoral Studies
Data-driven research is an ethical precept for nearly every profession, and it holds a particular importance within any human-services field, including public health education. This research study used a phenomenological methodology and Brofenbrenner’s theoretical framework to construct descriptive themes, investigating how public school instructors' personal beliefs impact teaching practice. Ten in-depth face-to-face interviews were conducted with public high school teachers who self-identified as being involved with sex education instruction. Participants were selected from several public Minnesota high schools responsible for providing sex education to public school students in Grades 9 to 12. The findings revealed several themes relating to how …
Unfunded Stakeholder Mandates And Nonprofit Performance Impacts, Courtney Lyn Coe
Unfunded Stakeholder Mandates And Nonprofit Performance Impacts, Courtney Lyn Coe
Walden Dissertations and Doctoral Studies
Small nonprofit organizations, with annual budgets of $500,000 or less, are assigned many obligations by external stakeholders while conducting their mission-related work. However, little is known about the impact of these obligations or mandates being received from their external stakeholders, which rarely have funding allocated to minimize any capacity impact they create. The purpose of this study was to learn about whether, and how, the organizational capacity of small nonprofit organizations is impacted by unfunded mandates. Applying the theoretical framework of rational choice theory, the patterns revealed by the data allow the ability to draw conclusions based upon the lived …

Understanding Stakeholder Interests In Rulemaking Through The Lens Of Private-Interest Institutionalism, Walter Lewis Koski
Walden Dissertations and Doctoral Studies
State regulators have the task of promulgating regulations for multiple heavily regulated industries, but there is a dearth of research to help public policy makers better understand how rulemaking processes are perceived by stakeholders in those processes. Regulators who promulgated rules for the legalization of marijuana in Colorado used both required and discretionary methods of participation in rulemaking to involve stakeholders with multiple competing interests. This qualitative research study was based on a phenomenological approach and interview data from 10 stakeholders who participated in the Colorado Marijuana Enforcement Division's rulemaking processes between 2013 and 2016. The purpose of this study …
Calworks Participation And Poverty Rates In Multigenerational Families, Destiny Wray Lovato
Calworks Participation And Poverty Rates In Multigenerational Families, Destiny Wray Lovato
Walden Dissertations and Doctoral Studies
The State of California aids more than a million individuals under the California Work Opportunity and Responsibility to Kids (CalWORKs) program at a cost of billions of dollars each year. Although adult recipients are given supportive services and offered various programs in a motivational attempt to achieve self-sufficiency, the needs of children, who are the highest population group living in poverty, are not currently addressed. The absence of programs and services targeted to children may perpetuate the generational cycle of poverty. Yet researchers have not yet examined the underlying reasons behind multiple generations receiving CalWORKs and the continuation of poverty …

Juvenile Detention Alternatives Initiative, Zero-Tolerance Discipline, And The School-To-Prison Pipeline, Lois V. Woods
Walden Dissertations and Doctoral Studies
Zero-tolerance discipline policies led to the introduction of police on school campuses and has resulted in a disproportionate number of in-school arrests and referrals of Black middle-school students, subjecting them to the school-to-prison pipeline. An abundance of data suggest the negative effects of zero tolerance; however, less is known regarding alternative evidence-based strategies such as the Juvenile Detention Alternatives Initiative (JDAI). Grounded in stage environment fit and labeling theoretical frameworks, the purpose of this study was to examine if JDAI status (pre-JDAI and post-JDAI) could predict arrests and referrals, while controlling for race, gender, and age. Secondary data were collected …

Nongovernmental Organizations As Peoples Representatives In Policy Design: The Case Of The Nairobi County Government, David Maina Micro
Walden Dissertations and Doctoral Studies
The Constitution of Kenya mandates public participation to be observed in all processes of policy review and policy design. Despite the well-intended provision, far-reaching meaningful involvement of the public in policy development has largely failed to materialize; yet, the voice of the public in policy design remains an important success factor to inclusive and sustainable development. The purpose of this case study was to understand how public participation was influenced by the relationships between nongovernmental organizations (NGOs) and the Nairobi County government, while designing the Nairobi City County Public Participation Act of 2015. The theoretical framework for this study was …
