New York State first responders, including police, fire, and emergency medical personnel, often lack consistent awareness and diversity training to assist at-risk populations, which can pose challenges to preparedness and response strategies during disasters and emergencies. There is a higher rate of recidivism for U.S. veterans compared to the general population of offenders. Recent conflict research has relied on proxy variables of horizontal inequality to make causal assumptions, but these do not reveal the root of deprivation in aggrieved populations. However, it is important to continue to explore the greed-grievance dichotomy to explain the persistence of violent civil conflict. Data-driven research is an ethical precept for nearly every profession, and it holds a particular importance within any human-services field, including public health education. This research study used a phenomenological methodology and Brofenbrenner’s theoretical framework to construct descriptive themes, investigating how public school instructors' personal beliefs impact teaching practice. Ten in-depth face-to-face interviews were conducted with public high school teachers who self-identified as being involved with sex education instruction. The legislative process of the 2017 Election Act was the case study employed to examine this assumption. Studies have found criminogenic consequences of imprisonment when testing the deterrence hypothesis, yet few studies were found that examined the magnitude of post release criminal offenses among the drug offender population.
