Exploring Stakeholder Opinions Of A School Sentinel Security Program, John Beraud Jan 2021

Exploring Stakeholder Opinions Of A School Sentinel Security Program, John Beraud

Walden Dissertations and Doctoral Studies

AbstractSchool shootings are tragic events that receive immediate, intense, and immense media attention. In the aftermath of an attack, lawmakers and school administrators receive public pressure to provide the necessary resources to incorporate school security programs that seek to improve school safety. The School Sentinel Program (SSP) operating in one Midwest U.S. state’s school district allows school personnel or volunteers from the local community, once screened and trained, to act as armed guards on public school campuses. The SSP allows firearms on school campuses outside of the hands of school resource officers, and these policies have often been met with …

Department Of Defense Insider Threats: Sharing And Oversight To Protect U.S. Installations, Yokeitha Anita Ramey Jan 2020

Department Of Defense Insider Threats: Sharing And Oversight To Protect U.S. Installations, Yokeitha Anita Ramey

Walden Dissertations and Doctoral Studies

The growing threat of Islamic State of Iraq and the Levant and other terrorist organizations increases the Department of Defense’s (DoD’s) chance of encountering an insider threat, which creates the need for the DoD to develop programs to address this concern and mitigate the risk to national security. The purpose of this quantitative, nonexperimental study was to understand the effectiveness of security education, training, and awareness programs designed to mitigate insider threats within the DoD. Research questions were focused on this purpose as well as understanding why there is an increase in insider threats within the DoD. The theoretical frameworks …

Crisis Communication Systems Among K-12 School Principals, Tomicka Nicole Williams Jan 2019

Crisis Communication Systems Among K-12 School Principals, Tomicka Nicole Williams

Walden Dissertations and Doctoral Studies

Crisis communication systems (CCS) in educational settings have been challenged by mass casualty events including shootings, natural disasters, and health outbreaks in the United States. The U.S. federal government and the U.S. Department of Education have created safety and security instructions to manage these complex and diverse security issues, yet they do not address the role of school leaders within a CCS. Using complex adaptive systems as the theoretical construct, the purpose of this qualitative case study was to examine CCSs utilized by school leaders within a single public school district in the United States. The research questions are focused …

Local Law Enforcement's Ability To Transform Inputs Into Counterterrorism Outputs, Melissa S. Gresham Jan 2018

Local Law Enforcement's Ability To Transform Inputs Into Counterterrorism Outputs, Melissa S. Gresham

Walden Dissertations and Doctoral Studies

Leadership within local police organizations should be able to, but do not, process information and create actionable strategies aimed toward proactive counterterrorism practices. This problem could lead to future terrorist attacks within the United States if police agencies do not adjust their tactics in response to growing terrorist threats. A possible cause of this problem is that leadership within local law enforcement agencies is reactive in nature and as a consequence, do not encourage officers to engage in proactive strategies. Using Easton's conceptualization of systems theory as the foundation, the purpose of this case study of a single law enforcement …

Elements Impacting The Integration Of The National Network Of Fusion Centers With The U.S. National Security Strategy, Nicholas Klem

Walden Dissertations and Doctoral Studies

The National Network of Fusion Centers (Network) represents one of the post-9/11 era organizational efforts to strengthen the security of the homeland through collaboration, analysis, and information sharing. These entities have been subjected to criticisms and have been noted in studies as being deficient in certain areas suggesting that the Network has been experiencing problems with integrating the U.S. national security strategy. Using the multiple streams framework, the purpose of this phenomenological study was to identify and understand elements that have been impacting the Network's integration with broader national security efforts as well as identify items contributing to negative perceptions …

Interagency Coordination Of Security Operations In A Large U.S. Seaport, Edmund Levy

Walden Dissertations and Doctoral Studies

Protecting U.S. transportation hubs against a wide variety of security threats, while avoiding undue interference with the normal operations of the hubs, is one of the greatest challenges facing security agencies. The problem addressed in this study was the limited information on the contributing factors to seaport security. The purpose of this case study was to explore issues that can inhibit efficiency of security agency operation and collaboration and to identify actions that have enhanced collaboration. Based on theories of organizational development, leadership, and security tradecraft, this study examined the activities related to maintenance of security at a large California …

Port Security: The Terrorist Naval Mine/Underwater Improvised Explosive Device Threat, Peter Von Bleichert

Walden Dissertations and Doctoral Studies

Terrorist naval mines/underwater improvised explosive devices (M/UWIEDs) are a threat to U.S. maritime ports, and could cause economic damage, panic, and mass casualties. The purpose of this case study was to examine this threat and propose reforms that improve port security management. The study aligned with the mission area analysis objective of identifying and assessing potential terrorist threats in order to preempt and prevent attacks. Von Bertalanffy's general systems theory was the framework for research questions, which focused on improvements in port security management to mitigate the threat of terrorist M/UWIEDs. Data collection included a document content analysis of open …

Student Visa Control And Information Exchange, Lisa Bellamy Jan 2015

Student Visa Control And Information Exchange, Lisa Bellamy

Walden Dissertations and Doctoral Studies

Expired student visas can contribute to illegal residence in the U.S. and may also be a valuable source of information for Homeland Security. Although the reason for remaining in the U.S. might be for nonthreatening purposes, threatening actions could occur as an individual gets lost in the country. The purpose of this study was to determine how visas were issued, the reasons an individual may remain beyond the approved visa date, and the mechanisms intelligence and law enforcement agencies use to exchange information with each other. This research was based on the new war theory and the Lockwood Analytical Method …
