The scholarly literature lacks the knowledge to support the view that policy actor activities in policy streams were not limited to the 3 initial stages of the policy cycle. Finding evidence through a study to either back or refute this view among scholars was important to explain how policy implementation effort works to yield results. Thus, the purpose of this general qualitative and policy implementation research was to generate additional knowledge about the role of policy actors in policy implementation. Grenada is 1 of 15 developing countries in Caribbean Community known as CARICOM. The infrastructure capital projects in these developing countries are plagued with an array of issues: unethical practices, inadequate supervision, lack of transparency and accountability, inadequate monitoring and evaluation, cost overruns, and inefficiencies. In the 1980s and 1990s, the International Monitory Fund and World Bank introduced a balanced scorecard engineered under the structural adjustment program, but it was unable to improve infrastructure project efficiencies. For decades, the Department of Defense has been plagued by persistent cost, schedule, and performance problems in defense acquisition programs. Recent changes in Department of Defense acquisition policy were intended to improve efficiency and are demonstrating some improvement in terms of overall cost improvements, yet little is understood about whether training efforts related to the new policies are producing policy-compliant behavior on the job. Unstable residential and inadequate academic environments lead to poor educational outcomes for low-income students in urban areas. In 2011, Ohio enacted a law to create a college preparatory boarding school (CPBS) for low-income students by 2013. However, Ohio's CPBS has not yet been established, thereby denying these students an opportunity to attain skills needed to enter college. Trinidad and Tobago is one of 15 small developing states that comprise the regional integration grouping known as the Caribbean Community. Several agencies were recently created outside of the government using a strategy known as agencification to support the implementation of public policy in the Republic of Trinidad and Tobago.
