Public Voices And Public Policy: Changing The Societal Discourse On "Welfare", Vicki Lens

Much of the public discourse on welfare reform is subjective and value laden, a composite of socially constructed stories and myths that support the dominant ideology. This article reports on a study that examines the language used by government officials, poverty experts, advocates and others to discuss welfare reform. Statements made about welfare reform were extracted from the Washington Post and the New York Times and analyzed using qualitative content analysis. Dissecting the public language of welfare provides insight into how prevailing ideologies are communicated and reinforced, and how they can be changed.

This essay argues that the 1996 reforms to the American welfare state have no historical precedent. They are not a return to "the poorhouse era" and are radically distinct from Great Britain's new poor law of 1834, to which they are often compared. America is the first advanced capitalist country to jettison a significant element of its welfare state and, as such, is moving into waters that are uncharted and dangerous.

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Barriers to participation in welfare-to-work programs are generally described in terms of human and social capital. Findings from case examination of four Philadelphia-areaw elfare-to-work programs under TANF suggest that theory about policy implementation is more applicable. Faulty policy logic, organizational and personnel incompetence, and inadequate coordination between and within funding, referral, program, and employer organizations regularly resulted in delayed program start-ups and strained program operations. Generally invisible and absent from research attention, these implementation delays and strains impeded program staff efforts and harmed TANF recipients. States' 24-month time limit policies are a critical target for advocacy efforts.

This study examines the impact legislation, such as the Family Support Act of 1988, Child Support Recovery Act of 1992 and Ted Weiss Child Support Enforcement Act of 1992 had on child support enforcement in Federal Region V states (Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin). These pieces of legislation authorize coercive means to force noncustodial parents to meet their child support obligations. Child support is the money noncustodial parents are obligated to pay for the support of their children on a monthly basis. U.S. welfare reform initiatives are based on the assumption that the primary barriers to economic independence are individual deficits. However, the policy does not adequately account for situational and personal factors necessary for a successful transition from welfare to work. Without greater attention to these barriers, the policy is likely to fail or be implemented at high personal cost to recipients and their families. This paper uses a personin- environment social systems framework to examine the personal and family resources available to a group of women who were receiving AFDC and participating in an urban Head Start program. Computer systems in human services are often abandoned after significant investments have already been made. A case study of preventing the utilization of a wrong computer system for a child development center illustrates how managed system conceptualization minimized damage. Critical consciousness and adherence to specific computer implementation technology created an environment which supported recurrent system efficacy evaluation. When the system, as initially conceptualized, could not meet practitioners' needs, early project abandonment was achieved. Some considerations for successful system development in human service are presented.

It's The Budget, Stupid: A Policy Analysis Of Clinton's First Budget, James Max Fendrich, Jamie Miller, Tim Nickel

This paper analyzes President Clinton's first budget. Clinton's budget is his public policy. The budget is compared to Clinton's three stated objectives of stimulating the economy, investing in the future and reducing the deficit. His proposed budget and subsequent modifications are also compared to the budgets of previous administrations. In contrast to Reagan's first budget, which was a radical modification of public policy, Clinton's budget is only an incremental change from the public policies of the Reagan/Bush years.

Departing from the conventional wisdom of who constitutes the homeless, the "employed homeless" emerge as a subgroup of the homeless population in a state-wide Maryland Study (n= 178) at 25 shelter facilities. Twenty-four percent. of the homeless were found to work fulltime and eleven percent part-time. Gender disability, health, previous mental health hospitalization, military experience and education were significantly associated with employment status in the bivariate analysis. From these exploratory findings a theory of economic dislocation is hypothesized.

The Iowa legislature debated whether to change its utility disconnection policy. The debate centered around three questions: 1) whether family size or income influences energy consumption; 2) whether elderly people consume more energy than families; and 3) whether energy subsidies foster increased energy use and energy waste. This paper reports energy consumption patterns for a sample of low income people. Economic demand theory predicts that energy consumption will increase as income increases. This hypothesis was statistically rejected. Second, legislators assumptions about energy consumption were formulated into hypotheses. These hypotheses were statistically rejected.

Conservative Welfare Reform Proposals And The Reality Of Subemployment, Robert Sheak, David D. Dabelko

This article analyzes and critiques conservative welfare proposals and their assumptions. The concept of subemployment is introduced along with relevant data to identify the nature of the job problem in the U.S. since the early 1970s. Particular emphasis is placed upon the magnitude of employment difficulties during the 1980s. The article concludes that without a major job creation component, conservative welfare reforms intensify rather than ameliorate the subsistence living conditions of the poor.

Historically the control of housing conditions was based upon a concern for the health of the community and was safeguarded by the enforced repair and improvement of substandard property. In the United Kingdom the high cost of repair eventually induced a policy based upon subsidy to both home owners and private landlords as the price of healthier housing. This paper outlines the process by which the legislative standards invoked to protect health were modified to distribute subsidy. Trends in public concerns from the early 1960's to the mid-1970's are compared for Israel and the United States, relating changes in concerns to historical and social change which occurred during the decade in both societies. The analysis is based on open-ended questions regarding views of either personal or nation's future -- hopes and fears for that future -- and a Self-Anchoring Rating Scale, by which the respondent evaluated personal and nation's situation in various time perspectives. Critical criminologists have often ignored the serious problem of traditional or common street crime. As a result, crime prevention policy has been forfeited to the political right or to those who advocate ineffective liberal reforms. This paper argues that critical criminology can make a contribution to the formulation of public policy concerning traditional crime. Recent theoretical developments within the criitical perspective on crime, as.well as a variety of supporting data, are reviewed and specific policy recommendations to reduce traditional crime are offered. Policy Traditions In American State Politics, Robert L. Savage

An examination of the states across a wide range of policy innovations during three historical periods reveals policy traditions having distinctive geographic limits roughly conforming to major regions commonly recognized in American politics. Only two of these traditions, the "Southern Parochial" and the "Northeastern Bureaucratic," persist across time and even these have been weakened. This provides some evidence that while multilinear evolution along regional lines will continue to contribute to differences in policy values among the American states in the foreseeable future, sociocultural integration is the stronger dynamic in American political development, especially since about 1930.

It is a truism that resources devoted to defense are unavailable for nondefense purposes. Investment in defense takes place partly by reducing civilian spending on consumer and capital goods through tax rates that are higher than they would otherwise be and partly by reducing government spending on non-defense programs. The purpose of this paper is to test for the existence and magnitude of the latter tradeoff over the years 1929-1971 in the United States. In an earlier paper I outlined a proposal for a national income insurance plan and discussed the strengths of the approach (Williamson,1974c). Income insurance is a special case of the negative income tax or more generally of the guaranteed income. Negative income tax proposals of any kind are open to a variety of criticisms from both the left and the right. The national income insurance plan is no exception. In the present paper an attempt is made to anticipate and deal with the major arguments against the plan. Many of these arguments are equally applicable to other guaranteed income proposals. …
