This thesis explores the field and practice of Information and Communications Technologies for Development. ICT4D is a field of research at the intersection of technology studies and development studies, a policy area for countries, and a practice of using ICTs or digital technologies to effect socioeconomic change at a country-wide level or at the level of poor and marginalized communities. Two ICT4D initiatives or projects in Nigeria and Pakistan each are examined. The oil states scattered throughout the developing world are no more democratic or peaceful than they were at the beginning of the twentieth century's natural resource era. In fact, some countries are worse, tainted by civil unrest, plummeting per capita income, and rising inflation. These socioeconomic ailments are often referred to as the Resource Curse or Dutch Disease. Mineral wealth, however, should not be confused with the dangers of sole oil wealth. Economic diversification is seen as a key to the political and economic survival of Saudi Arabia, the UAE, and Nigeria. Each nation is currently considered an oil-dependent country, meaning that the bulk of its income comes from oil. Since oil will soon be depleted and other countries are moving toward green technology, the demand for oil is expected to continue to drop. Hence, the need for diversification. The purpose of this research is to show how radical Islamic terrorist organisations like Al-Qaeda and ISIS have been able to infiltrate African societies and exploit their conflict in order to spread their own ideology.
