On May 13, 1985, Philadelphia police dropped a military grade bomb on 6221 Osage Avenue, a row house in a Black neighborhood in West Philadelphia. This home was occupied by a revolutionary group called MOVE. The bomb started a fire that the police and firefighters decided to “contain” rather than put out, resulting in the deaths of eleven people and the destruction of sixty-one homes. Only two MOVE members survived the fire. Using court records, documents from the investigation conducted by the Philadelphia Special Investigation Commission (PSIC), and other interviews regarding MOVE and the bombing, this paper reconstructs different perspectives …

On March 13, 2020, Breonna Taylor was fatally shot when officers of the Louisville Metro Police Department (LMPD) executed a search warrant at her apartment. Breonna Taylor’s case brought national attention to no-knock warrants (NKWs), which allow police to enter private residences unannounced. It is estimated that 20,000-80,000 NKWs are executed by American police each year. This thesis explores the development of NKWs as a common, yet controversial, police tactic. The increase in NKWs is largely attributed to the federal government’s War on Drugs, beginning with Richard Nixon’s 1968 presidential campaign. However, the Supreme Court laid the foundation for NKWs …

This thesis examines how public support for bilateral foreign aid in democratic donor countries, namely the United States and South Korea, is influenced by various methods of policy framing. Despite the benefits of bilateral aid to both donor and recipient countries, public support for distributing it has been on the decline due to fears that aid is ineffective. However, this trend may also be the product of the publics’ perceptions of where aid is going and for what purpose. Much has been written about barriers that lead to unequal representation, focusing largely on situational characteristics of the individual voter (socioeconomic status, efficacy, socialization, etc.) and on structural (institutional) obstacles to voter turnout and participation. However, political participation is inclusive of more than just voting. This research seeks to identify and analyze the factors that contribute to or hinder the ability of marginalized candidates to run for public office. Turnover in the child welfare workforce remains a problem with detrimental consequences. While a robust body of literature has explored the influence of job factors on employee retention, and the presence of secondary traumatic stress and other related experiences in this population, little is known about the impact of such factors on the physical health of the practitioner. This manuscript is a first step in documenting the relationship between worker characteristics, perceptions of their job, and their self-reported health status. The purpose of this single-case holistic descriptive case study was to document and describe the implementation of the FOCUS Act from the perspective of presidents and senior leaders at the Tennessee universities that transitioned from system-level governance by the Tennessee Board of Regents to governance by institutional boards of trustees. The decentralization of governance mandated by the FOCUS Act is an infrequent occurrence in higher education and presented a unique opportunity to examine how the universities prepared for the governance change and how university leaders viewed the governance change after implementation.

Autism spectrum disorder (ASD) is a neurodevelopmental disorder that causes significant impairment in social and communication areas. The severity of the disorder can often result in a substantial degree and amount of service access and expenditures relating to a child’s needs. This study examined the experiences of how family caregivers and service providers of children with ASD view service delivery using a basic qualitative research design. For the study, 10 participants (five family caregivers and five service providers) were enrolled and interviewed. Child welfare supervisors have a unique vantage point, leading local service delivery efforts while representing a larger organizational bureaucracy. They also play a key role in workforce stability, as high caseworker turnover remains a real problem that affects clients, communities, and agency budgets. Using a qualitative thematic content analysis to analyze data collected from a sample of public child welfare supervisors in a southern state (n=117), findings from this study provide suggestions for systematically addressing workforce turnover through the unique perspective of the child welfare supervisor.
