At the National Social Policy Conference in 1995 we were one of a minority of service providers presenting a paper; in fact we found ourselves presenting with one other of this minority at the last session of the conference on Friday afternoon. It was a disappointing time slot and left us pondering the question of how seriously 'policy makers' take the contributions of the people who are at the 'coalface'. Using local authority planning in Dublin as a case study. the extent and effectiveness of community and development interests' participation in policy formulation is examined. A primary locus is on the nature and timing of participation as a determinant of the relalive influence that each can exert over policy decisions. A critical distinction is drawn between formal and informal participation channels. The vast array of informal channels available to development interests can mean that they have little need to participate formally; thus a primary and secondary layer of influence on policy formulation can be distinguished. This essay reflects on a petit cause célèbre that played out during the National Sculpture Forum in Canberra over April 1995. The centre of attention was two roughly formed concrete seated figures depicting naked Queen Elizabeth II and Prince Philip of the United Kingdom. The issues to be reviewed concern loyalty, allegiance and two inanimate lumps of concrete, stuff formed and shaped to eventually disperse at a rate more rapid than most lumps of concrete normally would. Conrad Martens (1801-78) is widely regarded as Australia's foremost watercolourist of the colonial period, having produced a large body of work whilst resident in New South Wales between 1835-78. His journal of a voyage from England to Australia during 1833-35 aboard HMS Beagle with Charles Darwin and HMS Hyacinth was for a long period catalogued as an `Anonymous Journal of a Voyage on board H.M.S. Hyacinth' in the collection of the Mitchell Library, Sydney (ML A429). However in 1993 it was identified as by Conrad Martens. The training of family day care providers has been piecemeal, informal and of questionable quality. Their training has not been a serious issue because of the widely held view that family day care is an extension of the 'mothering' skills of the provider. The development and use of performance indicators in higher education has become a major topic for research and discussion throughout the world. Research efforts and resources are being channeled into improving their use. These efforts include extending the range (including developing indicators of quality) and objectivity of indicators; improving the procedures for measuring weighting and combining performance indicators; and refining procedures for linking funding and resource allocation to performance indicators. Given that geometry is an area of mathematics that has a firm and obvious basis in the real environment, senior secondary students have surprising difficulties in geometric problem-solving. One distinct difficulty appears to be in activating the particular concepts among those previously acquired that are applicable to the problem at hand. A model is presented for analysis of student understanding, based on five levels of geometric knowledge.

A survey was conducted of opinions of 24 psychologists in South Australia about the intrusiveness of 89 interventions including methods that might be used to reduce challenging behaviour. Interventions arose from a variety of sources, including behavioural psychology and medicine. Interventions might infringe on 8 different rights. Respondents rated the degree to which interventions were perceived to intrude on clients' rights, using a 4-point scale: abusive, very intrusive, intrusive, and not intrusive. A reasonable degree of consistency in ratings was found. Respondents did not rate all interventions that infringed on the same right as being equally intrusive. A number of …

Several laser-based sensors for use on blast furnaces have been developed and implemented, including a raceway sensor, burden level sensor (single point) and burden surface profiler. These sensors are based on the time-of-flight technique and give high levels of accuracy in all applications. The data obtained from the sensors during normal furnace operations are examined in light of the process models utilised by operators and for the interpretation of pulverised coal injection performance. Raceway sensory data obtained during a furnace blow-in are also discussed.

The formation of an AlN compound in ball milled Al powder in ammonia was studied. In this work a magneto‐ball milling device with controlled ball movement was used. The end milling product was an Al based nanostructure. This product can be transformed into an AlN‐Al nanocomposite upon heating below the melting point of Al. It was found that the level of unreacted Al is dependent on milling time. The maximum amount of AlN was 88.28 wt %. The structure of as‐milled and annealed samples was investigated using x‐ray diffractometry and transmission electron microscopy. Differential thermal analysis was performed on as‐milled …

New Solutions For The Propagation Of Long Water Waves Over Variable Depth, Yinglong Zhang, Song-Ping Zhu

Based on the linearized long-wave equation, two new analytical solutions are obtained respectively for the propagation of long surface gravity waves around a conical island and over a paraboloidal shoal. Having been intensively studied during the last two decades, these two problems have practical significance and are physically revealing for wave propagation over variable water depth. The newly derived analytical solutions are compared with several previously obtained numerical solutions and the accuracy of those numerical solutions is discussed. The analytical method has the potential to be used to find solutions for wave propagation over more natural bottom topographies.

A Three-Dimensional Numerical Model Of The Response Of The Australian North West Shelf To Tropical Cyclones, Song-Ping Zhu, Jorg Imberger

A three-dimensional barotropic and baroclinic model is developed to simulate currents and temperature changes induced by tropical cyclones traversing the continental shelf and slope region of the Australian North West Shelf. The model is based on a layered, explicit, finite difference formulation using the nonlinear primitive equations with an embedded entrainment scheme; a mixed-surface-layer interface is defined, which is allowed to shift from one interface to another, depending on the strength of a storm. The model has been tested by simulating the currents and temperature changes induced by tropical cyclones Orson and Ian. The modelled currents and temperatures agreed well …

Numerous writers and scholars have worried about the divisions - social, political and cultural - which began permeating American society in the 1960s. The unravelling of America, the coming apart of America, became familiar refrains. During the 'sixties itself, Daniel Boorstin's new left barbarians were at the gate threatening the very genius of American politics which Boorstin had postulated in the previous decade. Fresh meat, poultry, and seafood purchased from Seattle area grocery stores were investigated for the presence of Shiga-like toxin-producing Escherichia coli by using DNA probes for Shiga-like toxin (SLT) genes I and II. Of the 294 food samples tested, 17% had colonies with sequence homology to SLT I and/or SLT II genes.

Hegemonic masculinity is a powerful idea that has been usefully employed for about twenty five years (by 2007) in a wide variety of contexts and has now been subject to much critical review. Its successful application to a wide range of different cultures suggests that there may well be no known human societies in which some form of masculinity has not emerged as dominant, more socially central, more associated with power, in which a pattern of practices embodying the "currently most honoured way" of being male legitimates the superordination of men over women.
