Maine has set ambitious climate and clean energy goals in the past few years, requiring an economy-wide transition away from fossil fuels. This includes displacing fossil fuel power generation, as well as electrifying end-uses of energy in heating our buildings and fueling our vehicles. This transition will require significant amounts of new renewable energy. This commentary will explore the key role that floating offshore wind will play in in meeting Maine – and New England’s – climate and clean energy goals, including the challenge and promise of being a leader in newer floating offshore wind technology, floating offshore wind technologies …
Identifying The Interconnection Between Maine's Lobster Industry And The North Atlantic Right Whale Population In Order To Guide Federal Action, Devon Lammert

North Atlantic Right Whales (NARW) are on the verge of going extinct because of human activity. Entanglements in fixed fishing gear and vessel strikes are killing NARW at such a rate that their extinction is inevitable unless human-caused deaths are significantly reduced. The National Marine Fisheries Service (NMFS, a branch of the National Oceanic and Atmospheric Administration) has subjected Maine’s lobster fishery to regulations aimed at protecting whales since 1997 as part of the Atlantic Large Whale Take Reduction Plan. Medicaid And Children With Special Health Care Needs, 2016-2017 Cohort Of New Hampshire-Maine Leadership Education In Neurodevelopmental And Related Disabilities (Nh-Me Lend) Program Trainees

Medicaid funds vital services for children and youth with special health care needs and disabilities (CYSHCN). Proposed changes to the structure of Medicaid would significantly reduce federal funding for this important program. The most concerning are the proposed structural changes including per capita caps and block grants, as well as threats to Early and Periodic Screening, Diagnostic and Treatment (EPSDT) and Medicaid Waiver services. Restructuring would have devastating effects on benefits for low-income children and individuals with disabilities, and their families, putting this very vulnerable population at additional risk.

The Margaret Chase Smith Library: A Unique Collection Fostered By A History Of Collaboration, David Richards

Maine is a small state with a long history of scarce resources, of “making do,” and of “helping your neighbor.” The state’s libraries are a prime example what can be achieved to maximize resources through partnerships and collaboration. David Richards discusses the Margaret Chase Smith Library in Skowhegan, Maine, which he terms “a unique collection fostered by a history of collaboration.” Richards describes the vital role collaborations with multiple kinds of partners have played in helping the library fulfill its four functions: archives, museum, education, and public policy.

Luisa Deprez and Amy Fried interview Theda Skocpol about the Scholars Strategy Network (SSN). The SSN was founded to serve as a bridging organization to help university-based researchers and teachers to get involved in public debates and make their research and ideas accessible to fellow citizens, legislators, and journalists. The SSN includes scholars from many disciplines who share research about public policy issues, elections and civic life, as well as ideas for improvements in legislation and government practices.

Maine’S Paradoxical Politics, Kenneth Palmer
Maine Policy Review
Kenneth Palmer’s article, based on his 2009 University of Maine College of Liberal Arts and Sciences Maine Heritage Lecture, discusses the paradoxes of Maine’s politics that often draw national attention. He notes how these paradoxes have contributed to the state’s having a “creative and effective political system.” Maine politics are dynamic in nature, with parties loosely hung together, governors winning by pluralities rather than majorities, and significant turnover both in members and parties in legislative districts. Palmer suggests that Maine’s political leaders find themselves as centrists, primarily because they want to find practical solutions to difficult problems.
