Next Door They Have Regulation, But Not Here …: Assessing The Opinions Of Actors In The Opaque World Of Unregulated Lobbying, John Hogan Dec 2008

Next Door They Have Regulation, But Not Here …: Assessing The Opinions Of Actors In The Opaque World Of Unregulated Lobbying, John Hogan

Articles

The lobbying of government by various interests is regarded as central to the democratic process. Deliberative democratic theorists tell us that the regulation of lobbying has a positive effect on political systems, and the behaviour of those within them. Yet, only a small number of democracies have implemented legislation regulating lobbyists’ activities. Even within these countries, certain jurisdictions still have not enacted lobbying regulations. Here we examine the attitudes of actors in these unregulated provinces, states and institutions towards the idea of lobbying legislation. This ensures that in the broader context the actors we deal with have knowledge of lobbying …

The Politics Of Economic Performance, And The Trade Union Movement, 1970-1982, John Hogan, Gary Murphy Nov 2008

The Politics Of Economic Performance, And The Trade Union Movement, 1970-1982, John Hogan, Gary Murphy

Articles

Here we argue that the relationship between the main Irish political parties and the trade unions, in the 1970s, was largely based upon political imperatives, with an economic subtext. The absence of strong ideological difference between the two largest Irish political parties meant they were willing to deal with the trade union moment in a somewhat similar fashion. At the start of the 1970s, the Fianna Fail government prodded the ICTU into a “voluntary” national wage agreement. This agreement was regarded as a means of stabilising the economy, attracting foreign investment, and improving Fianna Fail’s image with the electorate. While …

Critical Junctures? Privatization Policy In Brazil And Argentina At The Start Of The Century, John Hogan Nov 2008

Critical Junctures? Privatization Policy In Brazil And Argentina At The Start Of The Century, John Hogan

Articles

This paper uses the critical junctures framework developed by Hogan and Doyle (2007) to determine if there were critical junctures in privatization policy in Brazil and Argentina at the start of the 21st century. The framework constitutes a rigorous approach to the identification of crisis, ideational change, and policy change. It is used to examine the economic disasters in Brazil in 1999 and Argentina in 2001. Previously, we would have had to wait decades before making such an assessment, as there were few tools with which to identify critical junctures, and these were usually only effective long after the event.

Missed Opportunities For Children?:An Exploration Of The Impact Of New Funding Mechanisms For Early Childhood Education And Care (Ecec) In Ireland, Bernie O'Donoghue Hynes, Noirin Hayes, Siobhan Bradley

Articles

This presentation begins with a review of the overall funding structure for early childhood education and care in Ireland. It moves on to look in detail at the impact of the changes to the social inclusion funding measures. It concludes with a review of the reaction of various Irish stakeholders to these changes that have resulted in a 'missed opportunities for children'.

Children's Perspectives On Coping And Support Following Parental Separation, Ann Marie Halpenny, Sheila Greene, Diane Hogan Jul 2008

Children's Perspectives On Coping And Support Following Parental Separation, Ann Marie Halpenny, Sheila Greene, Diane Hogan

Articles

Increasingly, children experience ongoing change in family formation and structure and such fluctuation may threaten or diminish children’s feelings of security with regard to established family roles, relationships and routines. A number of studies have explored available support for children in the context of family transition, focusing in particular upon those organisations providing services to children and families. However, in order to gain more precise insight into the mechanisms through which children can best be supported, it is necessary to consult children themselves and to elicit their perspectives and responses to the changes in their family contexts. A primary aim …

Locked Out: The 1905 Dispute Between The Agibsltu And The Master Builders Association, John Hogan Jun 2008

Locked Out: The 1905 Dispute Between The Agibsltu And The Master Builders Association, John Hogan

Articles

When the issue of a lockout in Dublin comes up for discussion, invariably, the Great Lockout of 1913 springs to mind. This event, in both its scale 4 and scope, has tended to crowd out the examination of all other lockouts that occurred in the city in the early years of the 20th century. Beside the Great Lockout contemporary industrial disputes have tended to pale in comparison. As a result of its magnitude, the 1913 lockout has provided a vast reservoir of research material that has been heavily mined. However, this concentration on 1913 could lead to the erroneous conclusion …

Macroeconomic Policy Change: Ireland In Comparative Perspective, John Hogan Feb 2008

Macroeconomic Policy Change: Ireland In Comparative Perspective, John Hogan

Articles

This paper sets out to develop an improved framework for examining critical junctures. This a priori framework is a significant improvement over existing critical juncture frameworks that lack any predictive element. It is an advance for historical institutionalism in particular, and political science in general. After the new framework is set out in detail here, it is tested. The framework is used to examine a number of potential critical junctures in macroeconomic policy, drawn from Ireland, Sweden, Britain, and America in the latter half of the twentieth century

Extending The Reach Of The State Into The Post-Sentence Period: Section 26 Of The Criminal Justice Act 2007, Mary Rogan Jan 2008

Extending The Reach Of The State Into The Post-Sentence Period: Section 26 Of The Criminal Justice Act 2007, Mary Rogan

Articles

The Criminal Justice Act 2007 heralded a plethora of changes to Irish criminal law and procedure. The law on sentencing was also affected by its provisions. The focus of this article is on section 26 of that Act which introduces a general power on a court to make an order while passing sentence which will take effect on the expiration of a sentence of imprisonment. Under section 26 a court can impose two such orders, the “monitoring” order and the “protection of persons” order. The author assesses the background to the introduction of these dispositions and the potential application and …

Multi-Algorithmic Cryptography Using Deterministic Chaos With Applications To Mobile Communications, Jonathan Blackledge Jan 2008

Multi-Algorithmic Cryptography Using Deterministic Chaos With Applications To Mobile Communications, Jonathan Blackledge

Articles

In this extended paper, we present an overview of the principal issues associated with cryptography, providing historically significant examples for illustrative purposes as part of a short tutorial for readers that are not familiar with the subject matter. This is used to introduce the role that nonlinear dynamics and chaos play in the design of encryption engines which utilize different types of Iteration Function Systems (IFS). The design of such encryption engines requires that they conform to the principles associated with diffusion and confusion for generating ciphers that are of a maximum entropy type. For this reason, the role of …

Technology-Aided Participative Methods In Environmental Assessment: An International Perspective, Ainhoa Gonzalez, Alan Gilmer, Ronan Foley, John Sweeney, John Fry Jan 2008

Technology-Aided Participative Methods In Environmental Assessment: An International Perspective, Ainhoa Gonzalez, Alan Gilmer, Ronan Foley, John Sweeney, John Fry

Articles

Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. In particular, GIS has the potential to increase community knowledge and enhance involvement by communicating information more effectively. Variable accessibility to technology and data quality …

Tax Treatment Encourages Residential Investment, Thomas Power Jan 2008

Tax Treatment Encourages Residential Investment, Thomas Power

Articles

The economic survey on Ireland by the OECD (issue 5 2008) proposed phasing out policies that distort the housing market, which in turn could help to dampen future housing cycles and maintain competitiveness in the economy.

Specifically it suggests that tax breaks favouring owner occupation contributes to making housing expensive and that these effects could be reduced either by “limiting mortgage tax relief… or by implementing a property tax”.

Island Culture: The Role Of The Blasket Autobiographies In The Preservation Of A Traditional Way Of Life, Eamon Maher Jan 2008

Island Culture: The Role Of The Blasket Autobiographies In The Preservation Of A Traditional Way Of Life, Eamon Maher

Articles

The Blasket Islands, located off the west coast of Kerry, are remarkable for having inspired a flourishing literature, mainly autobiographical in nature, which is generally acknowledged as being of great anthropological value, as well as of significant literary merit. When one considers that the islands never had a population of more than around 160 persons (with an average of closer to half that number) during the years covered by the autobiographies, the existence of such an important chronicle of the simple and at times perilous life on these Atlantic outposts is all the more noteworthy. The language spoken on the …

Us Missile Shield Plan Heightens European Insecurities, Tom Clonan Jan 2008

Us Missile Shield Plan Heightens European Insecurities, Tom Clonan

Articles

European Missile Shield The US Missile Defence Agency (MDA) – without recourse to NATO – is engaged in bilateral negotiations with Poland and the Czech Republic to site missile-shield silos and X-Band radar facilities in central Europe. The US intends to site 10 long-range interceptor missiles at one weapon silo - approximately the size of a football pitch - in Poland by 2011. They also intend to forward-deploy an X-Band radar station from the Marshall Islands in the Pacific to the Czech Republic in the same time period. The Russians have reacted angrily to this development with Russian Defence Minister …

Finally: An Ombudsman, Press Council And Code Of Conduct For Ireland, Michael Foley Jan 2008

Finally: An Ombudsman, Press Council And Code Of Conduct For Ireland, Michael Foley

Articles

Ireland finally produced a Press Council following many years of discussion and debate. Much of this debate surrounded the issue of reforming defamation legislation. A Press Council was seen as a concession by newspaper proprietors in return for new libel laws. The Council as finally agreed included members representing civil society as well as journalists.

Executions At Guantanamo Bay Would Mock Us Democracy, Tom Clonan Jan 2008

Executions At Guantanamo Bay Would Mock Us Democracy, Tom Clonan

Articles

This week’s announcement by the Pentagon to seek the death penalty in the case of six prisoners at Guantanamo Bay – charged with involvement in the 9/11 attacks – represents yet another step in a long-term planning process for executions at Camp Delta at the US Naval station in Cuba. US Army Regulation 190-55 has for some time allowed for military executions by lethal injection. Until recently however, precedent within US martial law has identified Fort Leavenworth in Kansas as the location for military executions – a location which in theory, would place the condemned prisoner within the jurisdiction of …

Eu's Military Ambitions Clear: Lisbon Treaty Analysis, Tom Clonan Jan 2008

Eu's Military Ambitions Clear: Lisbon Treaty Analysis, Tom Clonan

Articles

Many of those who oppose the Lisbon Treaty cite its European Security and Defence Policy (ESDP) and Common Security and Foreign Policy (CSFP) provisions as cause for concern in terms of how they might impact on Irish neutrality or serve to create a pan-European army to rival NATO. Those clauses of the Lisbon Treaty which address security and defence issues are worthy of debate, and may cause concern in some quarters. They do not however impact directly on Irish neutrality. Nor do they amount to a charter for the creation of a standing European army. Much of what the Lisbon …

Negroponte: Legacy Of Bush Administration For Obama, Tom Clonan Jan 2008

Negroponte: Legacy Of Bush Administration For Obama, Tom Clonan

Articles

Muntader al-Zaidi’s words as he threw his shoes at the outgoing US President in the Green Zone in Baghdad this week may well become the epitaph for George Bush’s disastrous invasion of Iraq. It was a hugely symbolic act and was reminiscent of the beating with shoes by angry Iraqis of Saddam’s statue – toppled by US troops as the Iraqi capital fell to US forces - on the 9th of April 2003. Hurling his shoes at President Bush, al-Zaidi declared his act a ‘gift’ from the Iraqis, ‘a farewell kiss you dog’. Al-Zaidi concluded his rebuke of President Bush …

Russia Fires Shot Across Bows Of Eu, Us And Nato, Tom Clonan Jan 2008

Russia Fires Shot Across Bows Of Eu, Us And Nato, Tom Clonan

Articles

As both houses of the Russian parliament call upon President Medvedev to support Abkhazia and South Ossetia’s right to self determination, Russian military commanders would appear to be consolidating a so-called ‘buffer zone’ within Georgia proper. According to Moscow, a battalion of 272 Russian troops will occupy eight ‘forward’ positions up to 15km within Georgia proper along its borders with Abkhazia and South Ossetia. A further 250 Russian troops are set to be deployed to the rear of these positions to perform ‘logistics, engineering and support’ functions. As Russia consolidates its foothold in Georgia, serious questions arise as to the …

Information Literacy Support For Off-Campus Students By Academic Libraries In The Republic Of Ireland, Philip Russell Jan 2008

Information Literacy Support For Off-Campus Students By Academic Libraries In The Republic Of Ireland, Philip Russell

Articles

This study investigates the perceptions of academic librarians to the development and delivery of information literacy support programmes for off-campus students.

Methodology / approach: The approach was predominantly quantitative, with a self completed questionnaire being designed and disseminated to a purposive sample of academic librarians in Ireland with responsibility for information literacy development at their institution, to determine their approach in supporting off-campus students, and how this relates to their role in developing information literacy. The questionnaire also examines current practice in terms of library teaching methods and library support for remote students. Institutions chosen were from the university and …

Audio Data Verification And Authentication Using Frequency Modulation Based Watermarking, Jonathan Blackledge, Omar Farooq Jan 2008

Audio Data Verification And Authentication Using Frequency Modulation Based Watermarking, Jonathan Blackledge, Omar Farooq

Articles

An approach to watermarking digital signals using frequency modulation - ‘Chirp Coding’ - is considered. The principles underlying this approach are based on the use of a matched filter to reconstruct a ‘chirp stream’ code that is uniquely robust. The method is generic in the sense that it can, in principle, be used for a variety of different signal (the authentication of speech and biomedical signals, for example). Further, by generating a bit stream that is signal dependent, chirp coding provides a method of self-authentication, which has a wide range of applications including copyright protection and digital rights management. However, …

Application Of The Fractal Market Hypothesis For Modelling Macroeconomic Time Series, Jonathan Blackledge Jan 2008

Application Of The Fractal Market Hypothesis For Modelling Macroeconomic Time Series, Jonathan Blackledge

Articles

This paper explores the conceptual background to financial time series analysis and financial signal processing in terms of the Efficient Market Hypothesis. By revisiting the principal conventional approaches to market analysis and the reasoning associated with them, we develop a Fractal Market Hypothesis that is based on the application of non-stationary fractional dynamics using an operator of the type
2 / ∂x2 − σq(t) * ∂ q(t)/ ∂tq(t)

where σ−1 is the fractional diffusivity and q is the Fourier dimension which, for the topology considered, (i.e. the one-dimensional case) is related to the Fractal …

Control And The Protean Career: A Critical Perspective From The Multinational’S International Assignees, Marian Crowley-Henry, David Weir Jan 2008

Control And The Protean Career: A Critical Perspective From The Multinational’S International Assignees, Marian Crowley-Henry, David Weir

Articles

Mainstream management literature and research regarding the international career has long focused on the traditional expatriate experience. In this discourse the tendency has been to outline the benefits and issues to be considered for organizations and individuals embarking on international assignments. In contrast this chapter focuses on a special group whose positioning in the structures of employment and organization is in some ways exemplary of developing trends in the global labor force. They are the highly educated permanent expatriates who remain in the host country indefinitely (that is without a pre-determined organizational option of repatriation to their initial home country). …

The Birth Of The European Union: Us And Uk Roles In The Creation Of A Unified European Community, Bruce Carolan Jan 2008

The Birth Of The European Union: Us And Uk Roles In The Creation Of A Unified European Community, Bruce Carolan

Articles

The United States jealously guards its national sovereignty. This has been reflected in reluctance to participate fully in international agreements or organizations with a 'supranational' flavor, such as the International Criminal Court or the Kyoto Protocols. It is therefore surprising to find that the United States was one of the principal architects of the supranational characteristics of what has developed into the European Union. Specifically, the earliest stages of European integration, which is embodied in the European Coal and Steel Community Treaty, were heavily influenced by US insistence on creation of supranational institutions that could exert dominance over sovereign European …

Digital Radio Policy In Canada: From Analog Replacement To Multimedia Convergence, Brian O'Neill Jan 2008

Digital Radio Policy In Canada: From Analog Replacement To Multimedia Convergence, Brian O'Neill

Articles

Digital radio policy in Canada has moved from a position of seeking to migrate all radio broadcasting onto a single digital transmission system (Eureka-147) to a multi-platform, cross-media and multimedia approach. The most recent digital radio policy of 2006 suggests a range of new possibilities for radio broadcasting, including multimedia broadcasting, but as a result has compromised the early adoption of the Eureka-147 standard. This paper contrasts the different policy contexts of 1995 and 2006 and argues that the competing technological options for digital audio delivery now pose significant dilemmas for broadcasters and policy makers.

The Experience Of Young People Remanded In Custody: A Case For Bail Support And Supervision Schemes, Sinead Freeman Jan 2008

The Experience Of Young People Remanded In Custody: A Case For Bail Support And Supervision Schemes, Sinead Freeman

Articles

This article focuses on the potential role and benefits bail support and supervision(BSS) schemes may have for young people in the Irish context. This article is based on a wider Ph.D study examining the issue of coping on remand. The research used court observation and semi-structured interviews conducted with young prisoners aged 16 to 21 years in remand custody. The findings indicate that young people often end up in remand custody as a result of non-compliance with bail. The case is made arising from the research, that the operation of bail support and supervision (BSS) schemes may benefit these young …

Child Sexual Abuse And Hiv Transmission In Sub-Saharan Africa, Kevin Lalor Jan 2008

Child Sexual Abuse And Hiv Transmission In Sub-Saharan Africa, Kevin Lalor

Articles

The purpose of this paper is to examine the risks of HIV transmission to children through sexual abuse and exploitation in sub-Saharan Africa. The paper is based on a review of pertinent literature. Child sexual abuse in this region must be defined broadly enough to encompass widespread coercion or violence in early sexual relations in some regions, the practice of ‘transactional sex’ and constructions of masculinity, emphasising multiple sexual partners and power over women and girls. The high HIV prevalence in SSA is briefly described. Research evidence showing the link between child sexual abuse and HIV transmission is reviewed, although …

Study On Safety And Liability Issues Relating To Package Travel, Frank Alleweldt, Klaus Tonner, Marc Mcdonald

Articles

This study on safety and liability issues relating to package travel, package holidays and package tours highlights some of the gaps in the EU package travel law by answering a number of specific questions related to statistical evidence, Community legislation, and US legislation. It also suggests possible solutions to fill these gaps. The study was prepared by Civic Consulting and is based on a legal analysis, a literature review, an evaluation of statistical data, and on interviews with European and national travel and tour operator associations, individual tour operators, European and national associations of insurers, individual insurance companies, and European …
