This article outlines the response by Irish academic libraries to the COVID-19 pandemic, and the resulting closure of higher education institutions and their libraries for an extended period beginning in March 2020. Academic libraries have responded by accelerating their shift to digital collections and services, by supporting and participating in remote teaching and by offering new services. This research aims to highlight the role librarians can play in OER policy, development, design, collaboration, publishing, teaching and management. This research will interview key experts, advocates, and librarians working in this area. Semi-structured interviews will be analysed using thematic analysis. The main results of the study for policy are that institutional culture and institutional buy-in are of paramount importance, pervading policy discussions, policy involvement, rewards and incentives, OER use and management. This chapter presents a case study of the influence engaging with the Professional Development Framework (PDF) has had on the Information Literacy (IL) programme in a Library of the Technological University Dublin (DIT), since 1 January 2019 the City Campus of Technological University Dublin. DIT Library Aungier St. are using Mailchimp to engage first-year undergraduates with their Information Literacy (IL) programme and also to market and promote Library staff and services. Library staff have developed Library Learning which consists of 10 scheduled, tailored and branded mailouts sent throughout the first academic year. This case study reviews the responsive Web design project undertaken by the Library, Technological University Dublin, with Granite Digital, including the preparatory literature review, the design process, task allocation, and the technologies leveraged to deliver the final design. The library is a small academic library with limited resources, and the project took place during a particularly challenging period in Ireland. In 2013 DIT developed a set of graduate attributes known as the “Five E’s”: Engaged, Enterprising, Enquiry based, Effective and Expert in chosen subject discipline. Each of these five attributes is comprised of several additional attributes, one of which is digital literacy.

This presentation explains what digital literacy is, why it is an important attribute for our students and graduates to develop, and discusses practical ways of creating a mapping between a programme’s assessment methods and the digital literacy graduate attribute.
