Many scholars have treated the inscrutability of technologies, secrecy, and other unknowns as moral and ethical challenges that can be resolved through transparency and openness. This paper, and the special issue it introduces, instead wants to explore how we can understand the productive, strategic but also emancipatory potential of secrecy and ignorance in the development of security and technologies. This paper argues that rather than just being mediums or passive substrates, technologies are making a difference to how secrecy, disclosure, and transparency work. This special issue will show how technologies and time mediate secrecy and disclosure, and vice versa. This …

The ever-evolving technology interwoven into the transportation industry leaves it frequently at risk for cyber-attacks. This study analyzes the security of a common in-vehicle network, the Controller Area Network (CAN), standard in most vehicles being manufactured today. Like many other networks, CAN comes with inherent vulnerabilities that leave CAN implementations at risk of being targeted by cybercriminals. Such vulnerabilities range from eavesdropping, where the attacker can read the raw data traversing the vehicle, to spoofing, where the attacker can place fabricated traffic on the network. His findings concerning the influence artists have on citizens’ perception of national security is a major contribution to the field. It highlights Americans false sense of awareness regarding government secrecy, that in itself enables government secrecy. Potolsky has made a massive contribution to the study of government secrecy that is sure to spark future research concerning the intersection of national security and aesthetics.

Communities around the world are gradually becoming aware that transit riders, and especially women, are often victims of a wide range of offenses of a sexual nature that happen on buses and trains, and at bus stops and train stations. Better understanding the extent and nature of sexual harassment on transit is a critical issue for transit operators and society at large. If fear of sexual crime limits if and how people ride transit, the result is reduced mobility for certain segments of the population, as well as lost ridership for transit agencies.

Abstract: Terrorists likely have adopted vehicle ramming as a tactic because it can be carried out by an individual (or “lone wolf terrorist”), and because the skills required are minimal (e.g. the ability to drive a car and determine locations for creating maximum carnage). Studies of terrorist activities against transportation assets have been conducted to help law enforcement agencies prepare their communities, create mitigation measures, conduct effective surveillance and respond quickly to attacks.

In September 2016, militants who were allegedly backed by Pakistan attacked an Indian Army camp in Uri. The government in New Delhi was facing important regional elections. It faced intense public pressure to muster a military response. Such a response, however, ran the risk of triggering a nuclear exchange. Ten days after the Uri attack, India reported that it had carried out ‘surgical strikes’ on terrorist training camps in Pakistan-controlled territory. The paper examines this specific episode in India–Pakistan deterrence dynamics, focusing on the nomenclature ‘surgical strikes’. The paper argues that the choice of the term itself is new and …

Attempts to sabotage rails and deliberately derail passenger trains have a long history in conventional and guerrilla warfare as well as during some particularly bitter labor disputes in the past. Since the 1970s, political fanatics have become a major adversary. Terrorists have sought to derail trains to achieve high-casualty events, while anarchists and issue oriented extremists have attacked rails to attract attention to their causes and impose economic damage. In this report, we examine the more than a thousand attempts to derail trains and to attack rail infrastructure to discern overall patterns and trends. We then look at four subsets …

Terrorists see transit and passenger rail as an attractive target. Designed for public convenience, trains and stations offer terrorists easy access to crowds of people in confined environments where there are minimal security risks and attacks can cause high casualties. This report examines the unique attributes of the terrorist threat, how security measures against terrorism have evolved over the years, and their overall effectiveness.

This report presents an analysis of information relating to attacks, attempted attacks, and plots against high-speed rail (HSR) systems. It draws upon empirical data from MTI’s Database of Terrorist and Serious Criminal Attacks Against Public Surface Transportation and from reviews of selected HSR systems, including onsite observations. This report describes the modeling, calibration, and validation of a VISSIM traffic-flow simulation of the San José, California, downtown network and examines various evacuation scenarios and first-responder routings to assess strategies that would be effective in the event of a no-notice disaster. The modeled network required a large amount of data on network geometry, signal timings, signal coordination schemes, and turning-movement volumes. Turning-movement counts at intersections were used to validate the network with the empirical formula-based measure known as the GEH statistic. This report examines 13 terrorist plots against public surface transportation that were uncovered and foiled by authorities between 1997 and 2010 and two failed attempts to carry out attacks. Certainly, this is not the total universe of foiled or failed terrorist plots in these years, but they were selected on the basis of what is known about them and the accessibility of information. The report focuses on terrorist plots in the West. Seven of the 15 plots took place in the United States, and four occurred in the United Kingdom. Since the mid-1980s, limited use has been made of vehicle tracking using satellite communications to mitigate the security and safety risks created by the highway transportation of certain types of hazardous materials. The threat of another major terrorist attack in the United States remains high, with the greatest danger coming from local extremists inspired by events in the Middle East. Although the United States removed the Taliban government and destroyed al Qaeda’s training camps in Afghanistan, events in Europe and elsewhere have shown that the terrorist network leadership remains determined to carry out further attacks and is capable of doing so. Contemporary terrorists have made public transportation a new theater of operations. Algerian extremists set off bombs on the subways of Paris in 1995 and 1996; the Irish Republican Army has waged a long running terrorist campaign against Britain’s passenger trains and London’s subways; Palestinian terrorists have carried out suicide bombings on Israel’s buses; and an individualor a group calling itself “Sons of the Gestapo” derailed a passenger train in Arizona in 1995. Islamic extremists planned to set off car bombs in New York’s tunnels and bridges in 1993 and in 1997 they plotted suicide bombings in New York subways. The …
