Interoperability across Modeling and Simulation (M&S) and Command and Control (C2) systems continues to be a significant problem for today's warfighters. M&S is well-established in military training, but it can be a valuable asset for planning and mission rehearsal if M&S and C2 systems were able to exchange information, plans, and orders more effectively. To better support the warfighter with M&S based capabilities, an open standards-based framework is needed that establishes operational and technical coherence between C2 and M&S systems.

With the end of the Cold War, the political and strategic relationships that undergirded the global balance of power were shattered. The powers that held nation-states together, like the USSR, Czechoslovakia, Yugoslavia, and others largely disappeared and to fill the vacuum left by the reduction of political authority, nationalist and religious identities emerged strong. As a result, the former USSR has broken into at least thirteen new countries, mostly along historic ethnic lines, Czechoslovakia into two, Yugoslavia, violently, into five along both religious and ethnic lines. The National Sea Grant College Program is a proven, effective model to engage universities and government agencies acting in partnership to promote research, education and outreach/extension related to marine issues. Through network contacts at 30 universities and research institutes and the NOAA National Sea Grant Office, individual Sea Grant programs stay connected to issues at a national level while being responsive to local level needs. It contains responses to a proposed changes offered by European proponents. University of Nebraska State Museum: Mammalogy Papers

An inventory of mammals in the vicinity of Brownsberg Nature Park, Suriname, incorporated a number of different sampling methods including examining museum voucher specimens, an animal-rescue operation, transect surveys, camera photo-traps, and interviews with local inhabitants. We document a total of 125 mammal species present in the Park. These include ten opossums, five pilosans, four armadillos, 58 bats, eight monkeys, 13 carnivores, one tapir, four artiodactyls, and 22 rodents. Nine of these species are reported for the first time from Suriname: one mouse opossum (Marmosops pinheiroi); one naked-backed moustached bat (Pteronotus gymnonotus); four fruit-eating bats ( …

Abstract This article explores the economic principles and theories underlying loss causation in the context of securities fraud litigation. It explains the difference between “investment loss” and recoverable “inflationary loss” and posits that the latter consists of the difference between inflation in stock prices caused by the fraud at the time of purchase and inflation in the price at the time of sale. It reviews scenarios in which inflationary loss due to fraud may occur and would be recognized as a matter of economic theory as well as a matter of law. It urges that Dura v. We present vertically integrated measurements of C2H2, C2H4, C2H6, HCOOH, CO, H2CO, HCN and NH3 through smoke plumes from Australian forest fires measured by ground-based solar absorption spectroscopy. The column amounts of these gases are highly correlated with simultaneous, co-located measurements of aerosol optical depth, providing a potential method of mapping biomass-burning emissions using satellite measurements of aerosol optical depth. We have calculated emission ratios relative to CO for the trace gases using aerosol optical depth as a proxy for CO and converted to emission factors by using an average emission factor for CO from literature measurements of extra-tropical forest …
