Hurricane Irene tearing Vermont roads and bridges apart and Superstorm Sandy ripping through coastal areas; such phenomenal events are being joined by more frequent rain, tide and wind impacts that are disrupting communities and risking property and lives. New challenges arise from weather events that are driven by a less stable climate.
