This thesis centers on the interrelationships and differences in firearm legislation and culture within the United States of America and Australia. As a result of the Port Arthur Massacre on April 28, 1996, Australia was faced with an unprecedented mass shooting that completely shifted Australian politics and culture regarding firearm safety and availability. Thus, the thesis inquiries into the effectiveness of Australia’s buyback program as well as the cultural and political factors that allowed for such legislation to be passed. It recommends policymakers and practitioners consider applying a whole-of-government approach, embedding personnel in coalition headquarters, and limiting reliance on Special Forces soldiers in future interventions.

This introduction to the special issue of Landscapes theorizes the questions suggested by the theme, "Landscape: Heritage." Weaving personal narrative with literary criticism, cultural studies, human geography, and ecology, the essay examines the way humans become human by developing complex relationships with landscapes over time. As landscapes contain the physical traces of human habitation and development, certain narratives of human inhabitants are written and memorialized in and by those landscapes. The monumentalization of specific heritages leads to contests between human groups who require certain heritages to be memorialized, but not others. In recent years the Carnegie Corporation's influence on Australian library development has been fruitfully examined from many angles, among them its role in promoting free-library movements in the various states. One piece of the story, however, remains mostly in the shadows: the Corporation's initiatives pointing towards modernizing and professionalizing Australian university libraries. Although the Corporation's philanthropic enterprise at the university level yielded mixed results at best, it was not inconsequential. It provided a blueprint for future university-library development in Australia.
