The Individuals with Disabilities Education Act (IDEA) is the federal law that ensures all students with disabilities have access to a free and appropriate public education. In the last IDEA reauthorization in 2004, only 1% of public comments were from individuals with disabilities—the population that IDEA serves. To ensure that the feedback of individuals with disabilities is reflected in the next IDEA reauthorization, it is important to support them to learn about IDEA and advocate. To this end, for this pilot study, 16 transition-aged youth with disabilities participated in a 6-hour civic-engagement program across four states to learn about IDEA …

Governmental Affairs Update: Dental Medicaid, Neema Katibai Jd
The Journal of the Michigan Dental Association
The MDA spearheads an initiative to enhance Medicaid anesthesia services reimbursement, aiming to address the disparity between current rates and commercial standards. Despite recent improvements in Medicaid dental benefits, access to care remains hindered by low anesthesia reimbursement rates. The MDA advocates for a substantial investment to increase reimbursement to 85% of commercial rates, garnering support from various medical associations. This collaborative effort marks a significant stride towards achieving equitable Medicaid reimbursement. Grassroots advocacy is pivotal in influencing state budget decisions, urging constituents to engage with legislators via MDA text alerts.

Advocacy Spotlight: Telehealth Regulations For Dentistry Established, Neema Katibai Jd
The Journal of the Michigan Dental Association
The article discusses the rise of telehealth in the last three years and its implications for dentistry, focusing on recent rulemaking by the Michigan Board of Dentistry. The regulations address key aspects such as definitions, informed consent, scope of practice, and prescribing medications. Dentists must comply with HIPAA and state/federal privacy regulations when using telehealth. Notably, the rules restrict teledentistry delegation to allied personnel after an in-person visit within 24 months. The article emphasizes the importance of understanding and following these regulations for legal telehealth use, reimbursement, and malpractice coverage. The Michigan Dental Association advocates for sensible teledentistry laws to …

Paths To Equity: Parents In Partnership With Ucedds Fostering Black Family Advocacy For Children On The Autism Spectrum, Elizabeth H. Morgan, Benita D. Shaw, Ida Winters, Chiffon King, Jazmin Burns, Aubyn Stahmer, Gail Chodron
Developmental Disabilities Network Journal
Racism and ableism have doubly affected Black families of children with developmental disabilities in their interactions with disability systems of supports and services (e.g., early intervention, mental health, education, medical systems). On average, Black autistic children are diagnosed three years later and are up to three times more likely to be misdiagnosed than their non-Hispanic White peers. Qualitative research provides evidence that systemic oppression, often attributed to intersectionality, can cause circumstances where Black disabled youth are doubly marginalized by policy and practice that perpetuates inequality. School discipline policies that criminalize Black students and inadequate medical assessments that improperly support Black …

The Association Executive Director's year-end report discusses the accomplishments and challenges of the MDA's 2021-25 Strategic Plan. Member value remains high, as indicated by a Net Promoter Score of 43 and positive feedback on benefits like TDSC.com. However, younger practitioners are less engaged due to pandemic-related challenges. Member engagement saw a successful in-person Annual Session and increased online engagement. Organizational sustainability remains strong, but efforts are focused on maintaining membership participation. Diversity, equity, and inclusion initiatives, including a collaborative website, made significant progress. Advocacy efforts resulted in Medicaid reform and defeating restrictive bills. The report concludes by emphasizing the evolving …

Using Foundation Capital For Good: Opportunities In The Balance Sheet, John Sherman, Veronica Olazabal
The Foundation Review
Foundations increasingly use their full balance sheets to unlock more of their capital for good. They look beyond conventional grantmaking to pursue their charitable purposes in many ways that exemplify innovative, full-balance sheet approaches: investing in nonprofit and for-profit companies that offer clear social and financial returns; investing their corpus in companies whose products and services align with their missions; using social bonds to inject new resources into their programs; offering guarantees to help grantees manage risk; and avoiding companies whose practices run counter to their grantees’ efforts.

The Yin And Yang Of Equity-Centered Philanthropy, Douglas Easterling, Laura Mcduffee, Sabina Gesell
The Yin And Yang Of Equity-Centered Philanthropy, Douglas Easterling, Laura Mcduffee, Sabina Gesell
The Foundation Review
Foundations face two competing imperatives when they commit to advancing equity. On the one hand, they are counseled to support and follow the lead of community-based groups that are on the front lines of social change. On the other hand, they are also being challenged to use their power and influence to act boldly to change inequitable structures, policies, and institutions. These two orientations, yin and yang, can take a foundation in different directions and thus cause confusion and internal conflict.
The challenge for a foundation is to balance and integrate the two orientations into a comprehensive and effective approach …

Advocacy Spotlight: Are You An Advocate?, Vincent Benivegna Dds
The Journal of the Michigan Dental Association
Advocacy is crucial for dentists in Michigan, as they face a unique opportunity to impact Medicaid dental benefits positively. Governor Gretchen Whitmer's budget proposal for 2023 includes a substantial $240 million investment to revamp dental Medicaid benefits, a historic move for the state. The Michigan Dental Association (MDA) has actively engaged with government offices and legislators to ensure this opportunity is not missed. However, despite the MDA's efforts to mobilize members through action alerts, response rates have disappointed. The article emphasizes the importance of consistent advocacy, as it has the power to influence dental practices and the well-being of patients …

The Disproportionate Impact Of Toxins In Consumer Products, Meredith Bollheimer, Elissa Reitz
The Seneca Falls Dialogues Journal
The number of chemicals used in everyday products has grown exponentially over the last century. Many of these chemicals are known endocrine disrupting compounds (EDC’s) and they have not been proven to be safe for humans or for the environment. Rather, many of these chemicals have been linked to negative human health outcomes and damage to the environment. Corporate America is responsible for the production and liberal use of these chemicals in consumer and personal care products. The federal government has failed to provide effective or meaningful standards or regulations for the myriad chemicals of concern that make their way …

Philanthropy has a significant role to play in public policy advocacy, both in involving the individuals they support in advocacy and ensuring that advocates have the tools to be successful — not only in funding, but also in robust capacity-building assistance.
Looking at the work of the National College Attainment Network, this article explores how philanthropic investments can impact advocacy, in both financial and capacity-building support, through a recounting of a recent advocacy grantmaking initiative. It also details the key conditions conducive to policy change and the supports that were provided to grantees during the funding period.

Covid-19 - Revealing Unaddressed Systemic Barriers In The 45th Anniversary Of The Southeast Asian American Experience, Quyen T. Dinh, Katrina D. Mariategue, Anna H. Byon
Journal of Southeast Asian American Education and Advancement
2020 marks the 45th year anniversary of the Southeast Asian American (SEAA) experience, starting with the first wave of refugees who fled Cambodia, Laos, and Viet Nam as a result of American occupation and wars throughout the region. Collectively, this community is the largest community of refugees ever to be resettled in America. Yet despite four decades in this country, Southeast Asian Americans continue to face disparate challenges like other low-income, immigrant, refugee, communities of color — ranging from poverty, to educational inequity, health disparities, and harsh immigration policies. COVID-19 pandemic has also revealed and exacerbated systemic barriers that have …

Twenty Years In The Trenches: A Fight For Equitable And Adequate School Funding In Ohio, Connor J. Fewell, Michael E. Hess, Charles L. Lowery
Journal of Research Initiatives
Abstract
This single case study examined the perceptions of William L. “Bill” Phillis, the Executive Director of the Ohio Coalition for Equity and Adequacy of School Funding, concerning an unconstitutional funding model, subsequent sociopolitical barriers, and their impact on students and school districts from underprivileged socioeconomic background within the context of the DeRolph v. State of Ohio legal battle. This research adds to the extant literature on the educational implications of the property tax and foundation model of school funding. As well, we discuss William’s insights regarding the politics, nature, and development of the current state of public school financing …

It’S Like I Have An Advantage In All This: Experiences Of Advocacy By Parents Of Children With Disabilities From Professional Backgrounds, Sarah Taylor, Amy Conley Wright, Holly Pothier, Chellsee Hill, Meredith Rosenberg
The Journal of Sociology & Social Welfare
Supports and services for children with disabilities are not distributed equitably. There are disparities in access to and quality of services for children with disabilities from low-income and ethnic minority groups. There are likely many contributors to these disparities, but one factor may be barriers to access that require parents to advocate to obtain services for their children. This qualitative study explores advocacy experiences of parents of children with disabilities (n=40) who have a high level of education and/or professional achievement. Parents described relying heavily on their professional and educational backgrounds in advocacy, and some commented upon the “advantage” they …

Ideology, Race, And The Death Penalty: "Lies, Damn Lies, And Statistics" In Advocacy Research, Anthony Walsh, Virginia Hatch
Journal of Ideology
We use the literature on race in death penalty to illustrate the hold that ideology has on researchers and journalists alike when a social issue is charged with emotional content. We note particularly how statistical evidence become misinterpreted in ways that support a particular ideology, either because of innumeracy or because—subconsciously or otherwise—one’s ideology precludes a critical analysis. We note that because white defendants are now proportionately more likely to receive the death penalty and to be executed than black defendants that the argument has shifted from a defendant-based to a victim-based one. We examine studies based on identical data …

Enhancing Funders’ And Advocates’ Effectiveness: The Processes Shaping Collaborative Advocacy For Health System Accountability In South Africa, Barbara Klugman, Waasila Jassat
The Foundation Review
This article describes the roles of five advocacy groups that built collaborative initiatives to address the collapsing health system in South Africa.
The findings presented are based on retrospective reviews of annual reports, organizational evaluations, interviews, and focus group discussions with each of four participating organizations and existing literature on the fifth.
The key findings, for both advocacy groups shaping alliance strategies and for funders, are that flexible funding and a shared value system among groups with diverse capacities, constituencies, and reputational resources is a good approach for enabling adaptive and innovative strategies for holding the public sector accountable.

The Boys And Men Of Color Framework: A Model For Community And Systems Change, Marc Philpart, Judith Bell
The Foundation Review
For too long, many African American, Latino, Native, and Asian boys and young men have been shunted into failing schools and pushed out of them for minor infractions, incarcerated in massive numbers, suffered from unaddressed health needs, died young, or entered adulthood without prospects to earn a livelihood.
In response to this crisis, an evolving body of work rooted in place has emerged to reverse persistent patterns of racial discrimination, build strong communities, and create pathways to opportunity by catalyzing changes in local and state systems that have the greatest impact on young males of color.

How To Implement A Funder-Supported Advocacy Effort And The Integral Role Of Policy Consultants, Deena Margolis, Leah Ersoylu
The Foundation Review
There has been growing recognition in the philanthropic field that public-policy engagement and advocacy are critical strategic investments to support social change. For those foundations that are new to advocacy or are contemplating adding this type of work to their portfolio, however, this can be a significant shift in how they do business.
Before a foundation engages in this type of work, it is critical that leadership and staff understand the role and potential impact of foundations in the advocacy and policy arenas, the practical considerations of how best to engage in advocacy and policy work, and the role of …

Going Beyond Grantmaking: Using External Help To Extend A Foundation’S Core Competencies And Increase Its Impact, Gwen Walden,, Lauren Marra, Katrina Briddell
The Foundation Review
The drive to achieve impact beyond grantmaking represents a paradigm shift in the way foundations seek to make social change. By bringing to bear new resources and thinking, this shift has the potential to amplify the impact of the philanthropic sector. Consultants and other intermediaries have critical roles to play in extending and enhancing this impact.
This article explores the opportunities and challenges inherent in foundations’ efforts to go beyond grantmaking and examines how they can – and cannot – effectively use consultants and other intermediaries to enhance such efforts. It presents three cases: incubating and launching a new organization, …
