This article offers an analysis of public statements made by Turkish government leaders, contrasting official attitudes on nuclear nonproliferation before and after the alleged military coup attempt in 2016. Significant developments in this period include deteriorating democracy and the rule of law in Turkey and the emergence of destabilizing foreign policy differences between Turkey and Western states. President Recep Tayyip Erdoğan also sought to consolidate domestic power and play a more assertive security role in the Middle East. This analysis of official statements reveals a distinct shift in Turkey’s nonproliferation rhetoric after the 2016 coup. In particular, Turkish government ministers …

Why do some rebel groups experience more intense fighting during civil war than others? This paper examines the relationship between rebel legitimacy and battle intensity. Existing literature has much to say about the various variables that influence battle intensity; however, this paper will incorporate two causal mechanisms of rebel legitimacy that are often overlooked or understudied in the civil war literature that explores battle intensity. The two causal mechanisms are: the number of civilian deaths and the level of rebel governance. In 2009, the US Department of Energy National Nuclear Security Administration’s (NNSA’s) Defense Nuclear Nonproliferation Program initiated a new nuclear forensics outreach effort under its Confidence Building Measures Program. Little did they know that the timing could not have been better. This article focuses on the early years (2009–2015) of the NNSA’s international nuclear forensics outreach, specifically the efforts and experiences of the women who helped establish this program, building it from a fledgling, bilateral effort into an enduring technical capacity provider engaging with dozens of countries and multilateral organizations. As critical components of a state’s energy supply, nuclear power plants (NPPs) can become strategic and tactical targets in military conflicts—or can suffer collateral damage as a result of shelling in the vicinity. Military action jeopardizes the peaceful use of nuclear facilities and hinders their safe and secure operation, increasing the risks of dangerous forces releases. Nuclear security constitutes defense against a vast range of threats, such as theft and illicit trafficking of nuclear and other radioactive materials, their use by non-state actors, nuclear and radiological terrorism, and attacks on nuclear facilities. In October 2000, the United Nations Security Council unanimously passed Resolution 1325 on Women, Peace and Security (WPS). To date, more than half (107) of all United Nations member states have adopted National Action Plans to address the experiences of women and girls in conflict and their security needs as required by the resolution. The United States is among them, with the US Department of Defense, US Department of State, US Agency for International Development, and US Department of Homeland Security each issuing their own implementation plans for WPS. This three-paper dissertation examines the impact of guaranteed income (GI) and cash transfer (CT) programs on political participation, aiming to contribute to understanding how social policies can shape civic engagement. The first paper provides a comprehensive literature review on GI and CT programs, focusing on their potential effects on political participation. By analyzing existing studies, this paper identifies key findings and gaps in the literature, setting the stage for further empirical investigation. The second paper develops and tests a new instrument called the Brief Political Participation Scale (BPPS), designed to measure political participation concisely and reliably. The modern foreign fighter (FF) came into prominence following the onset of the wars in Iraq and Syria in the early 2010s. The fact that there was a movement of over 20,000 foreign fighters to Ukraine in 2022 shows that this is a phenomenon that is not going away or slowing down. What makes this phenomenon more serious is the negative impact that FFs have on civilians. FFs have been shown to conduct disproportionate violence against the civilian population in the locations that they inhabit. In 2011, Egypt became the epicenter of a regional wave of uprisings demanding an end to corruption, inequality, and undemocratic governance. The Egyptian revolution marked the hopeful beginning of a democratization process. However, in 2013 a military coup by General Abdel Fatah El-Sisi deposed the elected president and ended Egypt’s democratic experiment (DeSmet 2021). Despite the deterioration in U.S.-Egypt relations during the Obama administration and the erosion of political freedoms and economic stability over the last decade, the Trump administration enthusiastically embraced El-Sisi’s regime. Pakistan is facing security problems on multiple fronts, including economic default, social fragmentation, poor civil–military relations, political polarization, and environmental degradation. However, the biggest security threat comes from non-state actors (NSAs) and terrorism. Using empirical evidence, this research paper evaluates the risk of nuclear terrorism by NSAs in Pakistan. It adopts an interpretive approach to examine international concerns regarding nuclear security in Pakistan. The study focuses on the potential for technology and weapon-usable materials to fall into the hands of violent NSAs. Racial-ethnic socialization is critical to our unique and individual conceptualization of reality. This socialization occurs explicitly and implicitly across the lifespan and has significant implications for one’s behavior, social relationships, and ideological beliefs. Two of the most notable and impactful spheres in which racial-ethnic socialization occurs are within the family unit and schooling contexts. The treatment and teachings within these two spaces shape our social and psychological development. This dissertation seeks to further our understanding of individual social media use on polarization, evaluation of political candidates, and political emotions. Three separate articles are utilized to illuminate the effects of individual social media use. The first article pushes forward a theory which argues that social media is uniquely positioned to affect partisan feelings due to its propensity to lead individuals into echo chambers—online places that reinforce their existing opinions and attitudes. The imposition of an additional luxury tax on menstrual health products, otherwise referred to as the “Pink Tax” or the “Tampon Tax”, is present in some states while absent in others. The decision to repeal such a tax is one that has proven to be critical, as it removes the connotation that such products are of “luxury” and make them more accessible to menstruators throughout the state. Knoxville competes with other mid-sized metropolitan areas for economic development and business attraction at the national level. Cities such as Greenville, SC, Huntsville, AL, and Ann Arbor, MI have similar resources and attributes to Knoxville, yet they are consistently surpassing Knoxville in business attraction and expansion. It is necessary for policy makers to understand what factors are contributing to underperformance in order to better support Knoxville’s efforts to create an innovation fund. Decades of research into the effects of voter registration requirements on turnout has found that voter registration disproportionately suppresses turnout among marginalized racial and socioeconomic groups that traditionally are represented by the Democratic Party. Research also shows that enacting Same Day or Election Day Registration (EDR/SDR) increases voter turnout for Democratic candidates in national elections. The conclusion drawn has been that EDR/SDR increases the representation of marginalized groups. The study in this paper challenges these findings in three ways. First, although EDR/SDR results in a larger total democratic vote, the claims of increased representation may be overstated. This study of …

“What makes a state maintain conscription, especially during peacetime?” – Conventional wisdom argues that forced recruitment is a practical and efficient tool to increase a country’s security, especially during episodes of high threat. However, the policy loses its appeal in times of peace when its downsides become more evident. Consequentially, it should be expected that states would rid themselves of the draft when there are no security-related reasons to keep it. State-sponsored terrorism (SST) has for long been used as a tool by countries to inflict costs on rival states without direct confrontation, as the latter risks inviting limited to full-scale war. This dissertation examines roles of state technology capacity in determining national power, whether and in what ways international trade affects between-state tech power transition, as well as how state tech power position influences their trade policy. This research argues that technology is an increasingly important component of national power in the modern era; state trade dependence on another is likely to cause unfavorable tech power transition; states tend to initiate trade conflict against its trade partner that is technologically catching up toward it, attempting to prevent further dyadic tech power convergence or even surpassing. Pandemics represent both social change and continuance. While these public health crises bring about seemingly new issues, they also have a unique ability to reveal pre-existing problems within our society and perpetual social processes. Understanding historical patterns related to public health crises provides greater insight on the ongoing pandemic and American policy needs. Research reveals that, both historically and presently, systemic social injustices and economic inequalities are inflamed by such events.
