Maritime transport is the most environmentally friendly type of transport mode. However, air pollution and greenhouse gases from ship emissions are increasing because of the growing maritime traffic. Some plants, when transported to non-endemic areas undergo reproduction and rapid growth and will out-compete native plants and become weeds. These weeds then become troublesome giving rise to socioeconomic and environmental impacts. Water hyacinth (Eicchornia crassipes), one of such weeds is often considered the world’s worst invasive aquatic species of weed, indigenous to the Amazon Basin of South America and has spread over the years to various areas in Africa and Asia. This dissertation is a study on the oversight scheme over recognized organizations acting on behalf of flag States for consistent and effective implementation of international instruments. A brief history of classification societies, which account for the most recognized organizations, is dealt with and the concept of recognized organizations and their significance is looked into in the first stage. The legal background of delegation of flag States’ authority to recognized organizations is examined, categorized by legal instruments developed by IMO and ILO. This dissertation is a study of the ramifications of underwater timber harvest for the environment and marine transport safety. The study is focused on the Volta Lake, located in Ghana. The work begins with a brief account of underwater timber harvesting in other parts of the world. Particular attention is paid to the modus operandi employed in the harvest and the effects for the country or region where this is taking place.
