From Nixon’S War On Drugs To Obama’S Drug Policies Today: Presidential Progress In Addressing Racial Injustices And Disparities, Cigdem V. Sirin

This study investigates presidential progress in addressing racial injustices and disparities within the context of the war on drugs. I argue that racial inequalities emanating from the war on drugs have been largely overlooked and at times aggravated by previous administrations. Although there have been some improvements in this regard since President Obama took office, more extensive policy reforms are needed to better remedy such inequalities. This essay examines the nature and development of an Anglophone tradition of conservative political thought (conservatism). It considers how, in contrast to a more reactionary European tradition, conservatism has evolved over time in its variously diverging and converging Anglo-American historical and cultural contexts and what relevance – what analytical utility – this body of political thought may have today for understanding politics and socio-cultural developments in a postcolonial world beyond its Western origins. In considering the relative merits of conservatism as compared to other theoretical approaches, the essay asks whether this conservatism can offer a superior analysis of postcolonial politics …

A growing literature indicates that the representation of women in legislatures is positively associated with the passage of female-friendly social policy. However, there is little corresponding research concerning the effect of women in cabinet on female-friendly social policy. Yet, almost all advanced industrial democracies are parliamentary democracies, where policies typically originate within the cabinet and governments typically enjoy substantial control over the legislative process. Thus, to the extent that women promote female-friendly policy, women in cabinet positions should be ideally placed to do so, and indeed, possibly be more influential than women in legislatures. Examining The Effects Of Political Information And Intervention Stages On Public Support For Military Interventions: A Panel Experiment, Cigdem V. Sirin

This study examines the formation and continuity of public support for military interventions as a function of political information levels and intervention stages using a panel experiment. The results demonstrate that politically informed individuals express less support for a military intervention at the beginning of that intervention compared to uninformed ones. However, as the intervention proceeds and casualties are incurred, the support of politically uninformed people decreases at a higher rate than does the support of the politically informed. As such, politically informed individuals demonstrate more stable levels of support across intervention stages. In addition, success or failure of an …

Since the late 1990s a true cottage industry of "Euroscepticism studies" has emerged, which has given way to hundreds of publications in increasingly prominent journals. This working paper looks at two of the most important "schools" of Euroscepticism studies: Sussex and North Carolina. The two differ in many ways – e.g. definition, data and methods, scope – but account for much of the academic output on the topic. This article examines the concept of the ‘external arena’ and the role of the ‘information network’ in the expansion of the world-system and incorporation of new regions. I reference research on nested networks of interaction, and echo criticisms that the impact of myth and misinformation has been underappreciated as an element of incorporation. Alteration occurs well-prior to the point at which most world-systems literature considers a region incorporated. I develop the concept of “protoglobalization” to characterize this early, overlooked social, economic, and political change.

This article seeks to explain how, given Japan’s “nuclear allergy” following World War II, a small coastal town not far from Hiroshima volunteered to host a nuclear power plant in the early 1980s. Where standard explanations of conten- tious nuclear power siting decisions have focused on the regional power utilities and the central government, this paper instead examines the importance of historical change and civil society at a local level. While populism is a hotly debated topic around the world, most scholarship suffers from conceptual confusion and regional singularity. This paper compares European and Latin American populism, on the basis of a clear minimum definition, along three dimensions that dominate the scholarly literature on the topic: 1) economy vs. identity; 2) left-wing vs. rightwing; and 3) inclusion vs. exclusion. A common claim has been that liberalization of citizenship policy depends on making policy behind closed doors. I challenge one variant of this line of argument, which regards courts as the primary �countermajoritarian� champion of the expansion of immigrant rights, through a comparison of citizenship policy in Austria, Germany, and Switzerland. In all three countries subnational authorities play a significant role in the administration of naturalization policy. Courts have played more of a �nationalizing� rather than a �countermajoritarian� role. I also show how differences in federal structures affected recent efforts to reform citizenship policy in these countries.

Is It Cohesion Or Diversion? Domestic Instability And The Use Of Force In International Crises, Cigdem V. Sirin

This study asserts that cohesionary—rather than diversionary—motives primarily influence the propensity of political leaders to use external force in international crises in times of domestic turmoil. Specifically, I contend that mass violence leads political leaders to engage in cohesionary tactics to achieve and maintain social order in their country for political survival. Employing random effects probit analyses with International Crisis Behavior (ICB) data for one-hundred and thirty-nine countries from 1918 to 2005, I find that increased mass violence is more likely than other forms of domestic problems (be it an economic downturn or government instability) to instigate the external use …

Scarcity-Induced Domestic Conflict: Examining The Interactive Effects Of Environmental Scarcity And ‘Ethnic’ Population Pressures, Cigdem V. Sirin

This study argues that environmental scarcity is more likely to result in civil conflict in countries that experience ‘ethnic’ population pressures (i.e. where the size of the largest minority group is close to parity with the majority group). I refer to this argument as the ‘parity-threat’ approach to the study of scarcity-induced domestic conflict. I empirically test my argument by analysing time-series cross-section data for the period 1979–2000 using four alternative environmental indicators: (1) ecological footprint, (2) biocapacity, (3) scarcity of ecological reserves and (4) water scarcity. Much research has implied that social capital functions as an unqualified “public good,” enhancing governance, economic performance, and quality of life (Coleman 1988; Cohen and Arato 1992; Putnam 1993; Cohen and Rogers 1995). Scholars of disaster (Nakagawa and Shaw 2004; Adger et al. 2005; Dynes 2005; Tatsuki 2008) have extended this concept to posit that social capital provides nonexcludable benefits to whole communities after major crises. Using qualitative methods to analyze data from villages in Tamil Nadu, India following the 2004 Indian Ocean tsunami, this paper demonstrates that high levels of social capital simultaneously provided strong benefits and equally strong …

The collapse of the United States as the global hegemon constitutes a “systemic revolution” that will transform both the U.S. and the rest of the globe. Such a revolution is different from “normal” political revolutions, which entail an overthrow of the government. A systemic revolution ushers in even broader and more enduring changes in economy, society and culture, and it also transcends national boundaries, affecting other countries and the global system itself. It is a global paradigm shift, and we are right smack in the middle of it.

This article uses the case of Japan to advocate for a new theoretical approach to the study of the nonprofit sector. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the relationship between the nonprofit sector and the state in Japan, and argues that a state-in-society approach is better suited to explaining complex state–society relations in diverse cultural contexts. It does this by examining the evolution of social welfare service provision in Japan.
