In coastal Virginia today, local governments are dealing with recurrent flooding driven by coastal storms, exacerbated by rising sea level and increased frequency of intense rain events. At the same time, they are confronted with increasing demands on limited resources to address issues coastal flooding in concert with water quality, wetlands management, shoreline erosion, habitat, and community needs such as infrastructure, flood insurance and open space. One solution is to maximize the protection of existing and implement new natural and nature-based features (NNBFs) to capitalize on the provision of multiple benefits to address many of these coastal issues.

Climate change is borderless, and its impacts are not shared equally by all communities. It causes an imbalance between people by creating a more desirable living environment for some societies while erasing settlements and shelters of some others. Community resilience to storm-driven coastal flooding is improved with the presence of natural and nature-based features (NNBFs) such as wetlands, wooded areas, living shorelines, and beaches. These natural and created features can provide multiple benefits for a local community, including mitigating the impacts of storm surge and sea-level rise and allowing communities to take advantage of programmatic incentive programs like FEMA’s Community Rating System and nutrient reduction crediting.

Climatic events have accounted for 91% of $1.05 trillion in insured costs for global catastrophic events from 1980 to 2016. Costs are driven by socio-economic development and increased frequency and severity of climatic disasters driven by climate change. Government policies to reduce systemic risk (e.g., cap-and-trade, carbon tax) have been a predominant approach for mitigation and adaptation. Alternatively, market-based incentives for climate change adaptation and mitigation already operate via the insurance industry to lessen impacts on society. Modern global climate change is primarily attributable to human activities and the release of greenhouse gases into the atmosphere. Climate change impacts span a range of sectors, including agriculture, forestry, public health, and water resource management. The Commonwealth of Virginia has already and will continue to deal with many of these impacts, yet lacks concentrated effort to detect, document, and adapt to local climate changes. In Great Plains rangelands, drought is a recurring disturbance. Ranchers in this region expect to encounter drought but may not be adequately prepared for it. The coastal impacts of climate change, including flooding and erosion due to storms and sea-level rise, and the possible adaptation responses have been studied using very different approaches; from very detailed site-specific, process-based investigations and interventions to global macroeconomic assessments of coastal zone vulnerability. The distribution of pattern across scales has predictive power in the analysis of complex systems. Discontinuity approaches remain a fruitful avenue of research in the quest for quantitative measures of resilience because discontinuity analysis provides an objective means of identifying scales in complex systems and facilitates delineation of hierarchical patterns in processes, structure, and resources. Charting trajectories toward sustainable agricultural development is an important goal at the food–energy–water–ecosystem services (FEWES) nexus of agricultural landscapes. Social–ecological adaptation and transformation are two broad strategies for adjusting and resetting the trajectories of productive FEWES nexuses toward sustainable futures. In some cases, financial incentives, technological innovations, and/or subsidies associated with the short-term optimization of a small number of resources create and strengthen unsustainable feedbacks between social and ecological entities at the FEWES nexus. This study examines the productivity and resilience of agroecosystems in the Korean Peninsula. Having learned valuable lessons from a Chapman University project funded by the United States Department of Agriculture which concentrated on the semi-arid region of southwestern United States, our joint Korea—Chapman University team has applied similar methodologies to the Korean Peninsula, which is itself an interesting study case in the mid-latitude region. In particular, the Korean Peninsula has unique agricultural environments due to differences in political and socioeconomic systems between South Korea and North Korea. Angler groups and water-body types interact to create a complex social-ecological system. Network analysis could inform detailed mechanistic models on, and provide managers better information about, basic patterns of fishing activity. Differences in behavior and reservoir selection among angler groups in a regional fishery, the Salt Valley fishery in southeastern Nebraska, USA, were assessed using a combination of cluster and network analyses. Adaptive management is an approach to natural resource management that uses structured learning to reduce uncertainties for the improvement of management over time. The origins of adaptive management are linked to ideas of resilience theory and complex systems. Rangeland management is particularly well suited for the application of adaptive management, having sufficient controllability and reducible uncertainties. Environmental sciences have an important role in informing sustainable management of built environments by providing insights about the drivers and potentially negative impacts of global environmental change. Here, we discuss panarchy theory, a multi-scale hierarchical concept that accounts for the dynamism of complex socio-ecological systems, especially for those systems with strong cross-scale feedbacks. The idea of panarchy underlies much of system resilience, focusing on how systems respond to known and unknown threats. Transformative governance is an approach to environmental governance that has the capacity to respond to, manage, and trigger regime shifts in coupled social-ecological systems (SESs) at multiple scales. The goal of transformative governance is to actively shift degraded SESs to alternative, more desirable, or more functional regimes by altering the structures and processes that define the system. 1. Human impacts on the environment are multifaceted and can occur across distinct spatiotemporal scales. Ecological responses to environmental change are therefore difficult to predict, and entail large degrees of uncertainty. Such uncertainty requires robust tools for management to sustain ecosystem goods and services and maintain resilient ecosystems.

2. We propose an approach based on discontinuity theory that accounts for patterns and processes at distinct spatial and temporal scales, an inherent property of ecological systems. Discontinuity theory has not been applied in natural resource management and could therefore improve ecosystem management because it explicitly accounts for ecological complexity.

1. Anthropogenic stressors affect the ecosystems upon which humanity relies. In some cases when resilience is exceeded, relatively small linear changes in stressors can cause relatively abrupt and nonlinear changes in ecosystems.

2. Ecological regime shifts occur when resilience is exceeded and ecosystems enter a new local equilibrium that differs in its structure and function from the previous state. Ecological resilience, the amount of disturbance that a system can withstand before it shifts into an alternative stability domain, is an important framework for understanding and managing ecological systems subject to collapse and reorganization.

Communities of organisms, from mammals to microorganisms, have discontinuous distributions of body size. This pattern of size structuring is a conservative trait of community organization and is a product of processes that occur at multiple spatial and temporal scales. In this study, we assessed whether body size patterns serve as an indicator of a threshold between alternative regimes. Over the past 7000 years, the biological communities of Foy Lake (Montana, USA) have undergone a major regime shift owing to climate change. Central SoMa is the first ecodistrict to be planned and implemented in San Francisco, with the intention of revitalizing and greening this urbanized region of the city. At this time, the Central SoMa area has very low biodiversity levels, inefficient infrastructure, and poor water management capabilities. Freshwater ecosystems are important for global biodiversity and provide essential ecosystem services. There is consensus in the scientific literature that freshwater ecosystems are vulnerable to the impacts of environmental change, which may trigger irreversible regime shifts upon which biodiversity and ecosystem services may be lost. There are profound uncertainties regarding the management and assessment of the vulnerability of freshwater ecosystems to environmental change. Parts of New South Wales (NSW) have experienced warming of 1.5 to 2.0 degrees Celsius in the period 1960 to 2009, indicating that the impacts of climate change are already being felt. Immediate, effective adaptation to potential impacts is crucial in reducing vulnerability to climate change. All three levels of government in Australia have a role in adaptation planning however it is local government that is at the ‘coal face’ of the outcomes of imminent climatic changes. It is evident when the resilience of a system has been exceeded and the system qualitatively changed. However, it is not clear how to measure resilience in a system prior to the demonstration that the capacity for resilient response has been exceeded. We argue that self-organizing human and natural systems are structured by a relatively small set of processes operating across scales in time and space. These structuring processes should generate a discontinuous distribution of structures and frequencies, where discontinuities mark the transition from one scale to another.
