The City of Norfolk and Norfolk District, U.S. Army Corps of Engineers (USACE), are partnering to conduct a Coastal Storm Risk Management Study (CSRM) study to determine the Federal interest and feasibility of alternatives to mitigate coastal flooding risk in the City. The CSRM is in the Feasibility Study (FS) phase in which alternatives are proposed and developed to conceptual/preliminary design level, benefit/cost analyses are conducted, and environmental studies are completed to comply with the National Environmental Policy Act (NEPA). The magnitude of the feasibility study will require an Environmental Impact Statement (EIS).

This work complements the efforts by the Virginia Tech Department of Civil & Environmental Engineering in SERDP MR18-1233, as described in the project’s final report (Stark et al, 2020) and in the Master’s thesis by Dennis Kiptoo (Kiptoo, 2020). Previous work on this project, conducted in the York River during 2018-2918 worked to improve calibration of the Bluedrop free fall penetrometer (FFP) with high resolution sampling of a variety of sediment types (Massey et al, 2020a). Over recent years a number of studies have examined the effects of sea level rise (SLR) on hypoxia in Chesapeake Bay. However, variations in the methodology, the years considered, and the metrics reported made comparisons between these studies difficult. To clarify the effects of SLR on the Bay’s hypoxia, we present an intercomparison between four numerical models following a common methodology. The models share the riverine fluxes, baseline period (1991–1995), and consider the same three scenarios of SLR: an increase in sea level of 0.17m, 0.50m, and 1.00m (representative of years 2025, 2050 and 2100, respectively). A compilation of 761 observations of scour-induced burial and 406 observations of initiation of motion of UXO-like objects are presented. The main factors that increase the scour-induced burial-to-diameter ratio (B/D) under (i) currents and (ii) waves are the (i) Shields parameter (S) and (ii) Keulegan-Carpenter number. For cylinders under waves, B/D additionally increases as the current component parallel to wave orbitals decreases, as S increases, and as the angle between wave orbitals and a cylinder’s axis increases. Cylinders bury most, then spheres, and conical frustums bury least. Simple models dependent on these variables explain 85% of observed variance in B/D. …

Relative sea level (RSL) observations since 1969 at U.S. tide stations exhibit trends in RSL rise rate and acceleration that vary in response to both global and regional processes. Trend histories display a high degree of similarity between locations in coastal regions that are experiencing similar processes. With the exception of the U.S. Northeast Coast and Alaska,every other coastal location in the continental U.S. has experienced an upturn in RSL rise rate since 2013-2014 despite wide differences in the magnitude and trending direction of RSL acceleration. Previously the VIMS modeling group has studied the impact of channel deepening on the water quality in lower James River, including Norfolk Harbor and Elizabeth River. A study of the response of the water quality to future Sea Level Change (SLC) is required by present USACE guidance (ER 1100-2-8162 and ETL 1100-2-1). ETL 1100-2-1 recommends analyzing the effects of SLC on the projects at three future time periods of post-construction, including 20 years, 50 years, and 100 years. Vessel and personnel support was provided for a series of cruises to three salinity regimes along the York River. Data and samples from a standard suite of hydrographic and sedimentological measurements, as well as electrical resistivity and magnetic susceptibility, were collected and analyzed for each location. These cruises provided opportunities to obtain information that is being used to quantify the unique marine contributions to the early time TEM noise, including conductivity variations in the water and variability in bottom sediment properties in real marine environments, for use in the parallel modeling and electromagnetic-induction sensor work ongoing in the same project. …

The purpose of this study is to evaluate the potential impact on flow and sedimentation potential due to the proposed new crossings on the lower James River by VDOT. This project was built upon previous effort in the same area (Boon et al. 1999); the latter used VIMS’ 3D Hydrodynamic-Sedimentation Model (HYSED) to study the impact of the bridge-tunnel infrastructure on the physical characteristics (including tides, currents, circulation, salinity and sedimentation) under the existing and alternative scenarios. Fisheries, aquaculture and marine recreation in Chesapeake Bay and the coastal ocean are important economic engines adding greatly to the economy of the Commonwealth of Virginia. Virginia’s commercial harvest ranks 3rd largest and 7th in total value nationwide. Research at the Virginia Institute of Marine Science (VIMS) shows that Virginia’s water-dependent resource-based industries, including commercial and recreational fisheries, shellfish aquaculture and recreational boating, annually generate $2.53 billion in sales and approximately $1.25–$1.5 billion in income, supporting over 20,000 jobs. . . .

Statistics are applied to analyze the correlations of summer hypoxia in the Chesapeake Bay with watershed input and wind conditions based on nearly three decades of monitoring data. The Pearson correlation coefficients indicate that the averaged summer hypoxia has strong positive correlation with watershed nutrient load and discharge, and moderate negative correlation with summer average wind speed. Nutrient inputs and the subsequent decay of organic matter are the primary factor that controls the oxygen demand causing summer hypoxia, while episodic wind can partly erode stratification and hypoxia. Ten Chesapeake Bay water level stations presently have a combined total of 647 years of water level measurements with record lengths varying between 35 years (1975-2009) at the Chesapeake Bay Bridge Tunnel, VA, and 107 years (1903-2009) at Baltimore, MD. All ten stations, with the exception of Gloucester Point, VA, are active stations in the National Water Level Observation Network of water level stations maintained by the U.S. National Oceanic and Atmospheric Administration, Center for Operational Oceanographic Products and Services.

The principal objective of this study was to develop a characterization of current shallow-water habitat components in Virginia tidal waters and predict climate driven changes to these habitats. To project broad-scale climate change effects on the abundance and distribution of coastal habitats, an inundation model based on anticipated relative sea-level rise, temperature and salinity projections, and coastal development were integrated into a GIS modeling framework. Using this framework, simple models were constructed that forecast the distribution of key coastal habitat parameters within the next 50 to 100 years including: shallow-water areas, tidal wetlands, submerged aquatic vegetation and estuarine beaches. This study classified tidal wetlands for the Lynnhaven Watershed using remote sensing techniques and high resolution imagery from 2007. This updated delineation of wetlands, was used in conjunction with a simplistic geospatial elevation model to quantify the potential loss of wetlands under various sea level rise scenarios.The study revealed that using conservative estimates of sea level rise, nearly all wetlands would be lost by the year 2100. Projecting sea level rise into the future can be considered speculative, nevertheless such predictions are necessary to begin managing for and planning for climate change impacts.
