Small and medium enterprises are the largest business sector in every economy in the world 1, and generate the majority (up to 60%) of global economic output2. In the Australian context, a small business or enterprise is one that employs up to 20 staff while a small and medium sized enterprise (an SME) is a business that employs up to 200 staff. By this definition, more than 99% of all actively trading businesses (more than 1.95 million enterprises) in Australia are SMEs3 . This report represents the vegetation component of a project designed to provide ongoing monitoring of wetland salinity and biological resources in wetlands of the agricultural zone of south-west Western Australia. Maintenance of wetland biological diversity in the agricultural zone is one of the major objectives of the Salinity Action Plan. Due to their low position in the landscape, wetlands are the habitat most affected by salinisation.

Water regimes, both groundwater and surface water components dil'ectly effect distribution, health and species composition of wetland fringing vegetation. In the area of the northern Swan Coastal Plain overlying the Gnangara groundwater mound, wetland water levels and therefore the vegetation can be intimately connected to underlying groundwater levels. Wetlands worldwide are continually threatened by urbanisation and Western Australia is no exception. Since European settlement in 1829, it has been estimated that at least 75% of the wetlands of the Swan Coastal Plain have disappeared (Halse, 1988). The remaining 25% continue to be threatened by eutrophication and pollution, changes in hydrology and water level patterns, clearing of riparian vegetation, aesthetic disruption and weed invasion (CALM, 1980; Davis and Rolls, 1987; Wrigley et al., 1991; Balla and Davis, 1995). Economists implore the efficient allocation of resources. Paradoxically, where the issue of efficiency has become critically important in recent times, namely the allocation of the environment and its resources and amenity, the techniques of economists have been found wanting and less than fully developed. This paper seeks to address this apparent paradox and deficiency.

This paper provides an economic valuation of the Jandakot wetlands, located to the south of Perth. A referendum style contingent valuation method survey is used to estimate economic value attributable to the preservation of wetlands dependant on the groundwater resource.
