This paper draws attention to the profound changes that human civilization is experiencing as it moves from an industrial environment into an information environment, in which unprecedented emphasis is placed on the knowledge and capabilities of the individual. A clear distinction is drawn between data and information in relationship to computer-based facilities, and the transition of data-processing to the higher levels of information and knowledge representation in quasi intelligent decision-support systems. The data inventory developed for the Shoreline Situation Reports are based on a three-tiered shoreline assessment approach. This assessment characterizes conditions in the shorezone observed from a small boat moving along the shoreline. Handheld GPS units record data observations in the field. The three tiered shoreline assessment approach divides the shorezone into three regions:

the immediate riparian zone, evaluated for land use
-
the bank, evaluated for height, stability, cover and natural protection
-
the shoreline, describing the presence of shoreline structures for shore protection and recreational purposes.

The Shoreline Management Model is a GIS spatial model that determines appropriate shoreline best management practices using available spatial data and decision tree logic. Available shoreline conditions used in the model include the presence or absence of tidal marshes, beaches, and forested riparian buffers, bank vegetation cover, bank height, wave exposure (fetch), nearshore water depth, and proximity of coastal development to the shoreline. The model output for shoreline best management practices is displayed in the locality Comprehensive Map Viewer. The APR file "mdde_habitat" and the directories "gisdata", "images", and "temp" together are an appendix to Part 1, "Benthic Habit Mapping and Resource Evaluation of Potential Sand Mining Areas Offshore Maryland and Delaware, 1998-1999" that was created with and must be read with "ArcView" (tm) software with the "Spatial Analyst" extension. To view the project, start the ArcView program and open the project file, mmde-habitat.apr, when prompted. The project should enable the necessary extensions. It is a very large file and may take 5 to 10 minutes to load.
