This column draws on the approach of statistician J. Edwards Deming to analyze sources and consequences of variation in an education system. Educational systems are not immune from the effects of poor statistical control, which makes it difficult for teachers to teach effectively and for managers such as principals to improve on school performance. It is also argued that the need for statistical control in these areas is in tension, if not outright conflict, with our goals for educating students.

The present study examined the effect of regulation on household solid waste management. Within a comparative, qualitative framework, the study explored and evaluated the pro-regulatory effects in Germany and the anti-regulatory policies in the United States by means of comparing two similar communities, Lincoln, Nebraska and Augsburg, Germany. Software reliability depends on program correctness and robustness and these are extremely important in developing high-quality software. Correctness is also essential when considering aspects of software security. However, experience applying these concepts, associated methods, and supporting software with Eiffel and Java have shown that students find some diffculty learning program correctness and in learning the software tools provided. We have developed an experimental language, OOSimL, that includes an assertion notation similar to that of Eiffel but which has much more flexibility, and that provides the same semantics as Java.

Palaeoecological techniques have rapidly improved during the past decade, particularly with advances in methods that allow high resolution quantitative assessments of environmental change, allowing pre-impact conditions, the rate, extent and direction of change, and range of natural variability to be determined. This shoreline inventory is developed as a tool for assessing conditions along the tidal shoreline in the City of Newport News. Field data were collected during July and September 2002, and data were updated using VBMP 2006/2007 imagery. Conditions are reported for three zones within the immediate riparian river area: riparian land use, bank and buffers, and the shoreline. A series of maps and tabular data are published to illustrate and quantify results of an extensive shoreline survey. Shorelines of the James River, Skiffes Creek, Warwick River and Deep Creek, including small tributaries, were surveyed. Some sections were coded using …

The data inventory developed for the Shoreline Inventory is based on a three tiered shoreline assessment approach. In most cases this assessment characterizes conditions that can be observed from a small boat navigating along the shoreline. The three tiered shoreline assessment approach divides the shorezone into three regions: 1) the immediate riparian zone, evaluated for land use; 2) the bank, evaluated for height, stability, cover and natural protection; and 3) the shoreline, describing the presence of shoreline structures for shore protection and recreational purposes.

An educational system is a highly coupled complex system of inputs, outputs, sensors and actuators. Using an engineering perspective, this column begins the process of naming and categorizing parts of the system. It then focuses on teachers as one part of a large system, and analyzes the forces that influence how teachers work, and that draw or repel individuals to a teaching career. The growing shortage of qualified teachers can be explained by properties of the system as a whole that determine the context in which teachers do their job.

Hearing is extremely important for cetaceans because it is their “principal sense” (Weilgart, 2007) thus the harbor porpoise and other marine animals are highly dependent on sound for survival. This is why we should care about the impact of noise on animals like the harbor porpoise. Since sound travels so well in water, an explosion, sonar, boat noise, etc. can affect a very large area and thus many different species of marine mammals. Although military actions such as low frequency sonar have made recent news, noise has been affecting cetaceans, especially beaked whales, since at least 1991 (Weilgart, 2007).

Two strategies are proposed for sorting out priorities and goals in education. At the college level the column argues that goals, and therefore requirements, should be set based on the desired knowledge base of the entire population rather than the individual. At the scale of a single K-12 classroom the column argues that priority be given to content requiring most instructor intervention, describing how the structure of class time and school activities would change as a result. In this paper, we propose the use of dynamic compilation of web services to support workflow management. Web services related to work practices belong to an organisation will be designed, built and stored in a web services repository. These web services can be shared with multiple functional units within the organisation via the intranet or the internet. The behaviour of five landscape fire models (CAFE, FIRESCAPE, LAMOS(HS), LANDSUM and SEM-LAND) was compared in a standardised modelling experiment. The importance of fuel management approach, fuel management effort, ignition management effort and weather in determining variation in area burned and number of edge pixels burned (a measure of potential impact on assets adjacent to fire-prone landscapes) was quantified for a standardised modelling landscape. Importance was measured as the proportion of variation in area or edge pixels burned explained by each factor and all interactions among them. The emergence of mobile devices with Internet connectivity (e.g., Wi-Fi) and global positioning capabilities (e.g., GPS) have triggered the widespread development of location-based applications. For instance, users are able to ask queries about points of interest in their proximity. Furthermore, users can act as mobile sensors to monitor traffic flow, or levels of air pollution. However, such applications require users to disclose their locations, which raises serious privacy concerns. Many reservoirs in arid regions experience highly variable water levels caused by seasonal inflow fluctuations and designated outflow requirements. At Shasta Lake, California, managers plant cereal-grain grassbeds on exposed drawdown shorelines to increase juvenile fish habitat, localize productivity, and increase invertebrate fish prey. To determine the efficacy of these plantings, the abundance of juvenile black basses Micropterus spp. (20–55 mm standard length) and the amount of periphyton and macroinvertebrate prey were compared among three treatment types: (1) planted grassbeds of cereal barley Hordeum vulgare; (2) artificial rope grassbeds, which eliminated physical deterioration and nutrient release; and (3) nonplanted control sites …

The alligator gar Atractosteus spatula is a large, long-lived, physostomous fish that inhabits aquatic habitats throughout the central U.S., ranging from Oklahoma southward to the Gulf of Mexico. Unfortunately, the alligator gar has declined significantly in abundance throughout much of its historic range and is now considered vulnerable to localized extirpation. The goal of this study was to provide basic data on the ecology and life history of a commercially-exploited alligator gar population in south Louisiana.
