In the wake of the timber wars, communities across the American West have struggled to redefine their relationships to nearby federal forests. The timber-dependent model of the pre-Timber War era, with clear timber targets and economic outputs, has been replaced by more nuanced and less clearly-defined model: ecosystem management. This case study research uses interviews with participants in the Weaverville Community Forest (WCF) to explore the role of a community in managing its nearby federal lands. President Trump issued a proclamation in December 2017 purporting to remove two million acres in southern Utah from national monument status, radically shrinking the Grand-Staircase Escalante National Monument and splitting the Bears Ears National Monument into two residual protected areas. Whether the President has the power to revise or revoke existing monuments under the Antiquities Act, which creates the national monument system, is a new question of law for a 112-year-old statute that has been used by Presidents from Theodore Roosevelt to Barack Obama to protect roughly fifteen million acres of federal land and hundreds of millions of marine acres. …

The Bureau of Land Management (BLM) administers approximately 245 million acres of our public lands and yet, for most of our nation's history, these lands seemed largely destined to end up in private hands. Even when the Taylor Grazing Act of 1934 ushered in an important era of better managing public grazing districts and "promoting the highest use of the public lands," such use of our public lands still was plainly considered temporary, "pending its final disposal." Restoration and maintenance of forests and watersheds is increasingly a focus of management on public lands and, in addition to traditional forest management activities, has the potential to contribute to the economic vitality of local, forest-dependent communities. However, research has shown that the extent to which local communities benefit from restoration and management activities is highly variable. This study seeks to understand whether local communities in northwestern Montana are capturing the benefits of these activities on public lands by analyzing federal contracting trends. Managed wetlands on public lands in Illinois, United States, provide foraging habitats for migrating and wintering waterfowl. However, few studies have estimated abundances of waterfowl foods in mid-migration regions of North America, yet such information is needed to inform management and conservation decision-making. During 2005– 2007, we used a multistage sampling design to estimate moist-soil plant seed production (kg/ha, dry mass) and energetic carrying capacity at sites managed by the Illinois Department of Natural Resources and modeled variation in seed biomass. This dissertation examines the environmental, economic, and cultural conflicts over the private development of ski resorts in Colorado's National Forests between 1910 and 2000. Downhill skiing emerged as an increasingly popular winter activity during the first half of the twentieth century, particularly in western state such as Colorado. A part of the a larger outdoor recreational boom throughout the United States' during the interwar years, downhill skiing challenged the Forest Service's ability to meeting the public's growing appetite for year-round recreational opportunities.
