An Opportunity To End The Timber Wars: How Collaboration In Southeast Alaska Has Helped To Dissipate Conflict, Diana K. Portner

Forest management in the Tongass National Forest has been a topic of controversy for decades, due to the result of intense timber extraction in the mid-twentieth century. In recent years, collaborative approaches to management, beginning with a federally chartered advisory committee, have offered opportunities to overcome the seemingly intractable conflict. While a new culture of collaboration is emerging in Southeast Alaska, the region still faces challenges associated with the implementation of these approaches. The Donlin and Pebbles mines are two of the eight industrial-scale hard rock mines currently under the review of Alaska’s Large Mine Permitting program. Both projects promise to deliver profit and employment to their respective regions: Pebble to Bristol Bay in the southwest, and Donlin to the Yukon-Kuskokwim Delta, just north of Pebble. Both projects would also produce exceptional quantities of waste and will require almost-unprecedented infrastructure development, potentially threatening the lives and subsistence livelihoods of the Alaska Native peoples in their respective regions. Using an adapted Ecological Risk Assessment (ERA) - Evaluation, this study analyzes policy regulating Alaska salmon hatcheries to evaluate its effectiveness at sustaining wild salmon runs.When Alaska became a state in 1959, its salmon industry was suffering from years of overfishing. Runs were at an all-time low, prompting constitutional drafters to mandate management of salmon via the sustained yield principle. The hatchery system that operates today and is responsible for a third of the commercial catch each year was put in place in the 1970s to help supplement depressed salmon runs.
