Measurement Of The Ocean Economy From National Income Accounts To The Sustainable Blue Economy, Charles S. Colgan

The widespread efforts to incorporate the economic values of oceans into national income accounts have reached a stage where coordination of national efforts is desirable. A symposium held in 2015 began this process by bringing together representatives from ten countries. The symposium concluded that a definition of core ocean industries was possible but beyond that core the definition of ocean industries is in flux. Better coordination of ocean income accounts will require addressing issues of aggregation, geography, partial ocean industries, confidential, and imputation is also needed. The South Florida Everglades is a unique ecosystem. Intensive water management in the system has facilitated agricultural, urban, and economic development. The Everglades offers a variety of ecosystem services (ES) to the people living in this region. Nevertheless, the ecosystem is under imminent threat of climate change, which would alter the way water is managed today and ultimately affect the ES offered by the system. On the other hand, substantial restoration is underway that aims to restore the Everglades closer to its historic condition. This paper presents the common approach on blue economy assessment adopted by selected countries in the East Asian Seas region, and results of initial assessment studies. There are many discourses on the definition and scope of blue economy as the ocean space is evolving, driven by innovations, shifting demands, and pressures from changing environment and climate. The ocean economy contributes to the GDP of the EAS countries in varying degrees: 3 % in RO Korea, 4.5 % in the Philippines, 9 % in China, and 13 % in Indonesia. In countries with transitional economies such as those found in South Asia, large-scale irrigation systems (LSIS) with a history of public ownership account for about 115 million ha (Mha) or approximately 45% of their total area under irrigation. In terms of the global area of irrigation (320 Mha) for all countries, LSIS are estimated at 130 Mha or 40% of irrigated land. These systems can potentially deliver significant local, regional, and global benefits in terms of food, water and energy security, employment, economic growth, and ecosystem services. The ability of Small Island Developing States (SIDS) and Pacific Island communities to adapt to the increasing sea-levels, storm surge, saltwater intrusion, and other threats posed by global climate change is critical to the survival of many of these local communities as well as their cultures (LivingIslands.org). One of the world’s most striking examples of a nation at great risk is the Republic of the Marshall Islands (RMI) in the central Pacific Ocean.
