In the United States, the legal framework for product date labeling is minimal and varies across states. Manufacturers have the discretion to use any date label that they deem appropriate, and this lack of uniformity leaves room for misinterpretation by both retailers and consumers. Previous studies have examined consumer misinterpretation of date labels and how this lack of knowledge correlates to food waste behaviors. This study was aimed at understanding how consumers apply their knowledge about date labels to make decisions about purchasing and discarding food. In early 2017, Jake Aman, representing the Wells National Estuary Research Reserve (WNERR), met with the Cape Elizabeth Public Works Director and Town Planner to talk about culverts. Jake shared aerial photos of culverts located in the Spurwink Marsh where scouring of adjacent habitat areas was evident. He inquired if the town was considering any culvert replacements, in which case WNERR and The Nature Conservancy might be able to partner with the town to promote a habitat sensitive replacement. CBEP has been collaborating for over 25 years with a multitude of partners working hard to protect Casco Bay. 2018 brought us new and exciting collaborations.

The Casco Bay Nutrient Council, convened by CBEP, met for almost two years and produced a report that laid a path forward for all partners to tackle nutrient pollution.

CBEP worked closely with the EPA to establish the Casco Bay Monitoring Network, made up of over 20 member organizations, aimed at coordinating and upgrading monitoring in the Bay. The Network is currently updating the Casco Bay Monitoring Plan.

The goal of this research was to evaluate the extent of land use change occurring in the Sebago lake watershed of southern Maine. The primary data set used was Landsat 7 Near Infrared satellite imagery of the region which was analyzed with ESRI’s ArcGIS soQware. Data was clipped to the Portland Water District’s sub watershed shape file and analyzed with the soQware’s image analysis ‘difference’ tool which calculates the differences in pixel values between to raster datasets. The 2013 Landsat reclassifica-on was compared to 1987, 1995 and 2009 reclassifica-ons. NOAA’s Habitat Priority Planner plugin tool was also u-lized in order …

The purpose of this study is to gain an understanding of the framework used by Maine’s natural gas utilities in making decisions to expand natural gas infrastructure and service to new customers,and then to apply this knowledge in an attempt to identify municipalities that are potentially attractive candidates for service expansion within Maine.

This study is not a precise model for gas utilities, but is meant rather to be a reconnaissance study for finding viable and attractive candidates for service.This study was limited both by resources and the inaccessibility of proprietary information.

John Wesley Powell and Benton MacKaye, each developed exceptionally comprehensive and innovative regional planning visions that had a great deal in common. They both were Jeffersonian idealists, who considered those who tilled the soil and worked the land for primary production a class of men above all the rest.

The models us current material costs, labor costs, and equipment costs for the region to provide a comparative cost analysis of seven culvert replacement scenarios. The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. The Community Forest Collaborative seeks to expand community ownership and management of forestland in northern New England and has documented the value of community forests both as a community investment strategy and as a component of regional landscape conservation strategies.

Research conducted over the last three years has determined that there needs to be a concerted effort to develop an infrastructure of support communities that want to acquire own and manage forestland. Two principle actions were recommended:

Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.

Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.
