The BLM began the wilderness review in accordance with the requirements of Section 603(c) of the Federal Land Policy and Management Act (FLPMA) dated October 21, 1976. This Act mandated that within 15 years the BLM would inventory and study its lands for their wilderness suitability and that based on this review, the Secretary of Interior would forward his wilderness recommendations to the President.

This report is intended to describe, document, and evaluate the approach used in the Utah Multihazards Mitigation Project (UMP) which culminated in the Utah Plan, and to make that project experience available for use by other State and local governments throughout the nation. The report summarizes the planning and decision-making process followed, describes the specific mitigation measures identified, and assesses the transferability of the Utah approach and requirements for its replication by other State and local governments.

The recommendation for this WSA is to designate 17,150 acres of BLM land and 1,390 acres of State land as wilderness. This alternative is considered to be the environmentally preferable alternative as it would result in the least change in the natural environment over the long term. The entire 17,150 acres of federal land and 1,390 acres of state land within the WSA are recommended for wilderness designation and are shown on the Bobcat Draw Badlands WSA map. The state lands would be recommended for acquisition to enhance the manageability of the area as wilderness.

This Flood Insurance Study investigates the existence and severity of flood hazards in the City of Ogden, Weber County, Utah, and aids in the administration of the National Flood Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. This study will be used to convert Ogden to the regular program of flood insurance by the Federal Emergency Management Agency. This study is a part of the U.S. Department of Energy's (DOE) National Waste Terminal Storage Program (NWTS). The scope of DOE's NWTS responsibilities include providing the technology and facilities to isolate high-level radio-active wastes for as long as the wastes represent a hazard. Emplacement of waste packages in mined geologic repositories deep underground in various types of rock formations is one method being evaluated. The Utah/western Colorado area of the Rocky Mountain Region has adequate coal and water resources to support additional thermal generation plants beyond those already in service. Also within the region are several sites suitable for large-sized hydroelectric pumped-storage projects for purposes of supplying peaking power. The close proximity of these types of electric generating facilities is desirable in providing offpeak energy during the pumping cycle for the pumped-storage units. Considering that the potential capacity of each type of generation is in the 500 to 1,000 (two units) MW range per site and would require major extra-high-voltage (EHV) transmission developments, it …
