Adverse childhood experiences (ACEs) are present in approximately 60% of the adult population in the United States. There is a correlation between adverse childhood experiences and chronic health conditions as adults. Despite the evidence showing this correlation, there is a lack of screening for ACEs in the primary care setting. Many primary care providers and staff are unaware of ACEs or the correlation with chronic health conditions and substance abuse and, therefore, do not understand how to or recognize the benefits of screening in primary care. About 11.3% of the adult population in Nevada report a past-year mental illness, with nearly 4% of them experiencing disorders serious enough to impair their functionality. Almost 13% of Nevada adults have substance abuse disorders, this is the second highest statewide substance abuse prevalence rate in the country; the District of Columbia is first at 14.7% of its population (SAMSHA, 2013). With most states (including Nevada) now increasing their mental health care budgets after years of spending cuts—between 2009 and 2012 there was a $4.35-billion drop in state mental health spending (Ollove, 2013)—pertinent questions center on needed treatment, research, and …

Substance abuse is a critical problem facing the state and local governments of Maine and the communities they serve. Rates of substance abuse—particularly abuse of methadone and other synthetic opiates—increased dramatically in Maine during the early 2000s, as measured by increased incidence of deaths, substance abuse treatment admissions, and drug‐ related arrests. Substance abuse is associated with many types of crime, increased accidents, lost time at work, serious health problems, social dysfunction, and death.
Government cannot develop effective drug policies without valid and reliable data. To address this need, in 2001 the Office of Chief Medical Examiner first sought funding …

Increased Hiv Risk Associated With Criminal Justice Involvement Among Men On Methadone, Matthew Epperson, Nabila El-Bassel, Louisa Gilbert, E. Roberto Orellana, Mingway Chang

This paper examines the relationship between HIV risk and criminal justice involvement among a random sample of 356 men enrolled in methadone maintenance treatment programs in New York City. Bivariate and logistic regression analyses were performed to estimate the associations between measures of criminal justice involvement and participant HIV risk, controlling for socio-demographic variables. A lifetime history of incarceration was significantly associated with being HIV positive (Adjusted OR = 5.08). Recent arrest was associated with unprotected vaginal sex and having multiple female sexual partners. Sex trading was associated with both arrest and incarceration, and the strongest association was found between …
