This paper uses an interdisciplinary approach—combining theories and methodologies from the Social Impact and Public Health disciplines—to design an evaluation of Mothers Without Borders’ (MWB) programs in Lusaka, Zambia. Their programs aim to support communities as they care for children in crisis living in their communities—with a focus on communities with large populations of orphaned and vulnerable children (OVC) as a result of the HIV/AIDS epidemic. This paper provides an overview of the orphan crisis, international orphan care standards, and evaluation practices in order to understand and design an effective evaluation plan for the organization.
