The Mozambique Eyecare Programme – A Partnership Which Addresses Avoidable Blindness In Lusophone Africa, Aoife Phelan, James Loughman, Eva Doyle
Conference Papers
According to the WHO about 831 million people are visually impaired worldwide, 45 million of them are blind. Most people with visual impairment are older, and females are more at risk at every age, in every part of the world. Uncorrected Refractive Error accounts for over half of all visual impairment. About 87% of the worlds visually impaired live in developing countries. The Mozambique Eyecare Programme (MEP) is a cross institutional collaboration between governments, higher education institutions, non-governmental organisations and corporations. The aims of this Programme are to collaborate to provide a sustainable solution to the problem of avoidable blindness …
Self-Insurance And The Potential Effects Of Health Reform On The Small-Group Market, Kathryn Linehan
Self-Insurance And The Potential Effects Of Health Reform On The Small-Group Market, Kathryn Linehan
National Health Policy Forum
The Patient Protection and Affordable Care Act (PPACA) as amended by the Health Care Education Reconciliation Act of 2010 makes landmark changes to health insurance markets. Individual and small-group insurance plans and markets will see the biggest changes, but PPACA also affects large employer and self-insured plans by imposing rules for benefit design and health plan practices. Over half of workers—most often those in very large firms—are covered by self-insured health plans in which employers (or employee groups) bear all or some of the risk of providing insurance coverage to a defined population of workers and their dependents. As PPACA …

Background: Maternal and newborn mortality rates remain unacceptably high, especially where the majority of births occur in home settings or in facilities with inadequate resources. The introduction of emergency obstetric and newborn care services has been proposed by several organizations in order to improve pregnancy outcomes. However, the effectiveness of emergency obstetric and neonatal care services has never been proven. Also unproven is the effectiveness of community mobilization and community birth attendant training to improve pregnancy outcomes. Methods/Design: We have developed a cluster-randomized controlled trial to evaluate the impact of a comprehensive intervention of community mobilization, birth attendant training and …
The Ingredients Of Change: A Political Ecology Approach To Diabetes In The Somali Community Of Minnesota, Mina Tehrani
The Ingredients Of Change: A Political Ecology Approach To Diabetes In The Somali Community Of Minnesota, Mina Tehrani
Geography Capstone Projects
In the early 1990’s, due to political circumstances at home, Somali immigrants and refugees began arriving in the state of Minnesota in large numbers. Over the past two decades, Somali immigrants have come to comprise one of the most populous ethnic groups in the Twin Cities, and are the largest Somali population in the world outside of Eastern Africa. Although quantitative data is unavailable, qualitative evidence and testimonies of healthcare professionals support the conclusion that Somali immigrants in Minnesota suffer from higher rates of diabetes than non-immigrant groups and than they likely did before migration. Why might this be the …

Stage Of Diagnosis Of Breast Cancer And Socioeconomic Status In A Universal Healthcare System: A Population-Based Study In Emilia-Romagna, Italy., Daniel Friedberg
Master of Public Health Capstone Presentations
Research has shown that lower socioeconomic status (SES) is associated with later stage of diagnosis of breast cancer in the United States healthcare system, where access to services may be an issue. However, limited data exists as to whether this effect is present in a universal healthcare system, without financial barriers to services. We sought to determine the association between stage of diagnosis of breast cancer and SES using data from Emilia-Romagna, a large region in northern Italy. We identified a population of women with incident breast cancer from 2002-2003 regional cancer registries, including information on cancer stage based on …

Subsidized Housing, Public Housing, And Adolescent Violence And Substance Use, Tamara Leech
Department of Public Health Scholarship and Creative Works
This study examines the separate relationships of public housing residents and subsidized housing residence to adolescent health risk behavior. Data included 2,530 adolescents aged 14 to 19 who were children of the National the Longitudinal Study of Youth. The author uses stratified propensity methods to compare the behaviors of each group—subsidized housing residents and public housing residents—to a matched control group of teens receiving no housing assistance. The results reveal no significant relationship between public housing residence and violence, heavy alcohol/marijuana use, or other drug use. However, subsidized housing residents have significantly lower rates of violence and hard drug use, …

Impact Of Stress Management On Learning In A Classroom Setting, Pankaj Mandale
Masters Theses & Specialist Projects
Stress is an important feature of the lives of college students and can impact negatively on learning. The effectiveness of an in-class stress management intervention for improving course content retention was tested with a cross-over design in two introductory graduate biostatistics classes. Each class met one day per week for the duration of the semester, and was taught by the same instructor, following the same syllabus. A pretest duplicating items on the midterm and final exam was administered to all students at the first class meeting. Identical midterm and final exams were administered in both classes. During the first half …

While many studies confirm the association between HIV, alcohol and injecting drug use by female sex workers (FSWs), little is known about their use of marijuana, khat and other substances and the association of these substances with HIV, risky sexual behaviour, and sexual violence. To better understand this association, data were analysed from a cross-sectional, behavioural survey of 297 FSWs in Mombasa, a well-known tourist destination and the second largest port in Africa and capital city of the Coast Province in Kenya. Among the FSWs, lifetime use of different substances was reported by 91% for alcohol, 71% for khat, 34% …

Exploring Relationships Between Racism, Housing And Child Illness In Remote Indigenous Communities, Naomi Priest, Yin Paradies, Matthew Stevens, Ross Bailie
Aboriginal Policy Research Consortium International (APRCi)
Background Although racism is increasingly acknowledged as a determinant of health, few studies have examined the relationship between racism, housing and child health outcomes. Methods Cross-sectional data from the Housing Improvement and Child Health study collected in ten remote indigenous communities in the Northern Territory, Australia were analysed using hierarchical logistic regression. Carer and householder self-reported racism was measured using a single item and child illness was measured using a carer report of common childhood illnesses. A range of confounders, moderators and mediators were considered, including socio-demographic and household composition, psychosocial measures for carers and householders, community environment, and health-related …

The Elder Justice Act: Addressing Elder Abuse, Neglect, And Exploitation, Carol O'Shaughnessy
National Health Policy Forum
Elder abuse, neglect, and exploitation is a social problem that affects older people across all socioeconomic groups and care settings. Although national data on the full extent of the problem are elusive, one study found that 11 percent of older people living in community settings had experienced physical, emotional, or sexual abuse, or potential neglect during one year. Abuse and neglect of residents of nursing facilities and other institutions have been a continuing concern of policymakers and advocates for many years. The Elder Justice Act (EJA), enacted as part of the Patient Protection and Affordable Care Act (PPACA) on March …
Minimum Description Length And Empirical Bayes Methods Of Identifying Snps Associated With Disease, Ye Yang, David R. Bickel
Minimum Description Length And Empirical Bayes Methods Of Identifying Snps Associated With Disease, Ye Yang, David R. Bickel
COBRA Preprint Series
The goal of determining which of hundreds of thousands of SNPs are associated with disease poses one of the most challenging multiple testing problems. Using the empirical Bayes approach, the local false discovery rate (LFDR) estimated using popular semiparametric models has enjoyed success in simultaneous inference. However, the estimated LFDR can be biased because the semiparametric approach tends to overestimate the proportion of the non-associated single nucleotide polymorphisms (SNPs). One of the negative consequences is that, like conventional p-values, such LFDR estimates cannot quantify the amount of information in the data that favors the null hypothesis of no disease-association.

Public Health, Health Administration, and Health Sciences Faculty Research
Background
Research suggests individuals with diabetes are twice as likely as those without diabetes to be clinically depressed. Still unknown is the relationship between diabetes and depression in socioeconomically disadvantaged populations. Purpose
We examined the relationship between diabetes and depressive symptoms in a large, racially diverse, low-income cohort in the southeastern USA. Methods
A total of 69,068 adults were recruited from community health centers in 12 southeastern states. A fully adjusted polytomous logistic regression model tested the relationship between demographics, lifestyle behaviors, antidepressant use, body mass index, diabetes diagnosis, diabetes duration, diabetes medication compliance, and depressive symptoms using the Centers …

Aging And Disability Resource Centers (Adrcs): Federal And State Efforts To Guide Consumers Through The Long-Term Services And Supports Maze, Carol O'Shaughnessy
National Health Policy Forum
Since 2003, the U.S. Administration on Aging (AoA) and the Centers for Medicare & Medicaid Services (CMS) have made a series of grants to states to develop Aging and Disability Resource Centers (ADRCs). The ADRC program’s purpose is to help people of all ages, disabilities, and income levels more easily access long-term services and supports through single points of entry, make more efficient use of care options, and maximize the services available. Almost $111 million in joint AoA-CMS funding has been devoted to the ADRC initiative since its inception in fiscal year 2003. As of October 2010, 325 ADRC sites …

Cancer Incidence And Mortality In Indigenous Australians In Queensland, 1997–2006, Suzanne P. Moore, Peter K. O'Rourke, Kylie-Ann Mallitt, Gail Garvey, Adèle C. Green, Michael D. Coory, Patricia C. Valery
Aboriginal Policy Research Consortium International (APRCi)
Objective: To examine cancer incidence and mortality in Indigenous Queenslanders. Design, setting and patients: Assessment of indirectly standardised incidence and mortality ratios for Indigenous Australians in Queensland diagnosed with cancer from 1997 to 2006, compared with the total Queensland population. Main outcome measures: Standardised incidence and mortality ratios. Results: Compared with the total Queensland population, Indigenous Queenslanders had a lower overall incidence of cancer (standardised incidence ratio, 0.79; 95% CI, 0.75–0.82), but a higher incidence of some of the more fatal cancer types. Overall cancer mortality was higher (standardised mortality ratio, 1.36; 95% CI, 1.28–1.45) and similar to rates for …
