Purpose. This study examined municipal officials' participation in built environment policy initiatives focused on land use design, transportation, and parks and recreation. Design. Web-based cross-sectional survey. Setting. Eighty-three municipalities with 50,000 or more residents in eight states. Subjects. Four hundred fifty-three elected and appointed municipal officials. Measures. Outcomes included self-reported participation in land use design, transportation, and parks and recreation policy to increase physical activity. Independent variables included respondent position; perceptions of importance, barriers, and beliefs regarding physical activity and community design and layout; and physical activity partnership participation. In 1996 the US Congress enacted welfare reform legislation. In addition to new lifetime time limits and work requirements for those receiving cash and other forms of social assistance, the states could impose policies pertaining to reproductive-related behaviors of poor women. One such policy is the so-called “family-cap,” which denies additional income support to poor women who have a baby while receiving cash assistance; 24 states have implemented such policies. The ostensible goal of the policy is to limit fertility among current cash assistance recipients. This pilot study sought to explore whether poor women in a family-cap state (NJ) base …

Objective: Although high percentage of the uninsured is an important public policy issue, the discrepancies in both state and national estimates of the numbers of uninsured are reported. This study compares four advanced estimation methods for uninsurance, by using Florida Health Insurance Survey data as an example. Design: The four predictive models include decision tree, neural network, general logistic regression, and two-stage logistic regression. Risk factors to uninsurance are identified. Population: The study sample comes from the Florida Health Insurance Study data collected for the Florida Agency of Health Care Administration in 1999, representing the first large-scale study designed exclusively …

Opioid overdose is a burgeoning public health crisis, accounting for at least 16,000 deaths annually in the United States. Opioid overdose occurs across sex, ethnic, age, and geographic strata and involves both medical and nonmedical opioid use. To date, federal government response has focused primarily on monitoring and securing the drug supply. This Viewpoint suggests various steps necessary to support a more comprehensive approach.

Bureaucratic Advocacy And Ethics: A State-Level Case Of Public Agency Rulemaking And Tobacco Control Policy, Michael S. Givel

Before 2001, the Oklahoma Department of Health achieved little to protect the public from the dangers of secondhand tobacco smoke. In an ongoing effort between 2000 and 2003, the department joined with health groups to lobby for stronger requirements, resulting in a new Oklahoma administrative rule in 2002 and legislation in 2003 regulating secondhand tobacco smoke. This action was congruent with the American Society of Public Administration's Code of Ethics for interactive democratic policymaking, in which administrators are required to serve the public interest with compassion, benevolence, fairness, and optimism.

• Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and required restaurants to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 55 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have stalled. Workers On The Margin: Who Drops Health Coverage When Prices Rise?, Edward Okeke, Richard Hirth, Kyle Grazier

We revisit the question of price elasticity of employer-sponsored insurance (ESI) take-up by directly examining changes in the take-up of ESI at a large firm in response to exogenous changes in employee premium contributions. We find that, on average, a 10% increase in the employee’s out-of-pocket premium increases the probability of dropping coverage by approximately 1%. More importantly, we find heterogeneous impacts: married workers are much more price-sensitive than single employees, and lower-paid workers are disproportionately more likely to drop coverage than higher-paid workers.
