Public health research in American Indian communities involves many complex issues that may both help and hinder the development of an effective research methodology and the collection, analysis, and utilization of data. These issues include: 1) the unique strengths and diversity of Indian cultures; 2) the complicated relationships that exist between federal, state, and tribal agencies; 3) the vast distances between communities and services that exist in rural areas; 4) extremely limited human and financial resources; 5) overlapping and often conflicting legal and jurisdictional authorities; and 6) an array of social issues including poverty, substance abuse, modernization, and assimilation. Drug abuse continues to be one of the most significant problems in the United States today. Attempts to understand drug abuse have produced numerous multidimensional prevention and treatment models. These models have resulted in the identification of psychological, social and biological risk factors related to drug abuse. In this study, the risk for drug abuse was assessed in 311 college students. A questionnaire was developed to measure risk. The questionnaire assessed risk for abuse predicted by the following factors: academic performance, coping and psychological health, religiosity, family and peer drug use, and the individual's past and current drug use. The purpose of this research was to determine whether a selected group of factors are significant when trying to predict the use of alcohol by adolescents who live in rural areas. This research is important because most of the studies concerning drug and alcohol use in adolescents have focused on adolescents who live in urban areas. The results of such studies may not be generalizable to rural populations. The factors investigated included the following: availability of alcohol, peer influence, parental influence, tobacco use, gender, and grade level. Cost analysis is an analytical tool that provides program managers and planners with information about existing and potential programs. Existing programs can be evaluated for efficiency and effectiveness, while the resource requirements of future programs can be estimated. The state of Bihar in North India ranks near the bottom of the Indian states in terms of its demographic situation. The infant mortality rate as of 1991 was 69 per 1,000, and the contraceptive prevalence rate as of 1990 was 26 percent. Bihar ranks near the bottom among other states of India in almost all indicators of social and economic development. One reason for its low performance is weak management. Besides poverty, a poor communications network and lack of proper infrastructure further make the implementation of programs difficult. Alcohol consumption is a problem on almost every college campus. The problem not only affects the drinkers, but also the roommates who have to put up with the behavior, the faculty who try to teach these students, and the support services staff who does what it can to reduce the behavior, or at least its negative effects
