Research was contracted from August-October 2017 by Augustana College students to examine opportunities for improving media engagement regarding the prevalent dilemma of lead poisoning within the Scott Community area. In particular, we conducted research to discover why Scott County residents are not testing their children for lead poisoning. The purpose of the research is to enhance Scott County Health Department’s media outlets in order to demonstrate the seriousness of this issue and hopefully persuade as many parents as possible into getting their children tested.

Hookah smoking is a growing practice among American teens and young adults. In a single hookah smoking session, a smoker may inhale 100 to 200 times the volume of smoke inhaled in a single cigarette. Yet, the risks and adverse consequences of hookah smoking are relatively unfamiliar to health professionals, tobacco policy regulators and consumer behavior researchers. To extend our understanding of this epidemic-like consumption practice, this study explores consumer initiation and continued practice, and the meanings, attitudes and beliefs held by those who smoke hookah, especially with respect to cigarette smoking. Community coalitions are an important part of the public health milieu and thus subject to many of the same external pressures as public health organizations--including changes in required strategic orientation. Many funding agencies have shifted their funding agenda from program development to policy change. Thus, the Florida Prevention Research Center created the Community-Based Prevention Marketing for Policy Development framework to teach community coalitions how to apply social marketing to policy change. This paper, written for a symposium on "Layers of Law and Social Order," connects the current debate over the regulation of electronic cigarettes with socio-legal scholarship on law, norms, and social control. Although almost every aspect of modern life that is subject to regulation can be seen through the framework ‘layers of law,’ e-cigarettes are distinguished by the rapid emergence of an unusually dense legal and regulatory web.
