Health care worker shortage is a global problem and is challenging for human resources managers. To facilitate that, publications made by the HCPs in those journals indexed in the PubMed indexed medical database have been chosen for this study. The selected study period was between 2014 and 2018. The Non-Veteran Administration Care (NVC) is a program in which the Veterans Health Administration purchases health care when it cannot provide the health services needed for eligible Veterans. The rising cost of this program led to audits by the Office of the Inspector General and other entities. Health care in rural America has presented many challenges for health care organizations in ensuring patient autonomy in decision-making. Current literature has not reflected a distinction between the systems utilized in the general acute care hospital and the rural American critical access hospital to support the patient in the decision-making process. The population of interest in this study is the Medicare eligible (over age 65) population in Memphis, TN, and surrounding cities.
