INTRODUCTION: The prospects for meaningful, comprehensive revision of the District of Columbia's substantive criminal laws have improved markedly in recent years. In the most promising of recent political developments, Congress established a Law Review Commission for the District of Columbia in August of 1974 with a broad mandate to give special consideration to revision of the criminal code.'
