The Political Economy Of Governing Isps In China: Perspectives Of Net Neutrality And Vertical Integration (Forthcoming), Henry L. Hu

Internet service providers (ISPs) have played an important role in the Internet regulation regime of China. This article illustrates how ISPs are governed to serve the government’s regulatory goals. The task of explanation involves examining some of the most extraordinary and profound insights concerning the Internet governance, that is, the theories of Layers Principle, the End-to-end Argument and the Generative Internet. Chinese ISPs have been the dependent rather than neutral regulatory intermediaries of the government.
