A Model To Estimate State Budget Reduction Differential Impacts On Iowa Local Governments, Dave Swenson

Economic Staff Paper Series

This model profiles the impacts of state budget reductions applying to general shared and categorical state assistance to local governments in Iowa. The model is designed to estimate aggregate county impacts per capita and on property taxes based on the sums of individual schools', cities', and counties' budgeted property tax and total state assistance revenues for fiscal 1991. Fiscal 1991 local government budget information is the latest available and indicates the expected fiscal relationship of local and state governments prior to the budget deficit difficulties that emerged in late fiscal 1991. When the Supreme Court invalidated a municipal minority business set-aside in City of Richmond v. J.A. Croson Co., it failed to recognize the special circumstances confronting the minority entrepreneur. Contrary to the Court’s own erroneous assertion that “[s]tates and their local subdivisions have many legislative weapons at their disposal both to punish and prevent present [business] discrimination ….” – they do not. Nor can they create effective antidiscrimination remedies as a practical matter. The Costs Of Inefficient Fishery Regulation: A Partial Study Of Pacific Halibut, Herbert Mohring, John Schroeter

It has long been recognized that unrestricted exploitation of fish populations inevitably leads to inefficiency.^ At best, the absence of controls brings about fishing effort levels that exceed those at which the marginal cost of a fish equals its value to consumers. At worst, this allocative inefficiency is compounded by a technical inefficiency: A given sustained yield is achieved with higher than necessary expenditures of effort. By suitably restricting fishing activity through an appropriate system of catch taxes, a regulatory body could ensure efficient exploitation of a fish population. Establishment Of A Registry To Record Charges Against Fishing Licences When Used As Security For Loans., P. Rogers

This report outlines the Committee's final advice to the Minister for Fisheries on the need for a public commercial fishing licence register which has a mechanism for the recording of financial security interest in fishing licences. The Committee was greatly assisted by legislation introduced within the Victorian State Parliament during 1989, which by amendment to the Fisheries Act, provides for the registration of prescribed financial interests in fishing licences (See Appendix 1).

Australia's first recreational fishing forum was held at the West Australian Cricket Association Ground, in Perth WA on Saturday, 20 October 1990. It was clearly recognised by government, fishers and fisheries managers alike that the 1990's was the decade of decision for recreational fishing in WA. At the end of the day, the 12 speakers had covered an impressive range of topics, from the principles of resource sharing to community education and the question of funding the management of recreational fishing.

Veterinary medicine can be a confusing profession. Depending on who you talk to about practice, you may come away with differing impressions of the profession. I know of practices that are owned by talented veterinarians who are very intelligent and skilled and yet they can barely make a living. These veterinarians complain about the sorry state of the profession and are pessimistic about the future of veterinary medicine. Labor Unions And The Economic Performance Of Firms, Barry T. Hirsch

Upjohn Press

Hirsch develops a model of union rent-seeking in which the unions capture a share of quasi-rents that make up the normal ROI in long-lived capital and R&D. He finds that in response, firms adjust their investments in vulnerable tangible and intangible capital. Hirsch also attempts to explain the connection between the contraction of the size of unions which occurred in the 1970s and firms' lower profitability, diminished market value, and lower investment levels.
