Sudden And Severe Economic Dislocation: A Report On Program Grants And Loans In 1984, California Department Of Commerce

In 1983-84. the California Department of Commerce added a new component to the state's economic adjustment program -- predevelopment grants and direct business loans to communities experiencing "sudden and severe economic dislocation" (SSED). The department has found that direct financial assistance to communities. provided in conjunction with staff technical services and business location assistance. can result in substantial progress toward the goal of local economic adjustment and worker reemployment.

Protecting The Independence Of Administrative Law Judges: A Model Administrative Law Judge Corps Statute, Karen Y. Kauper

This Note concludes that the federal government should adopt some form of central panel system to protect both the independence of the ALJs and the public interest. Part I of this Note presents several alternatives to the central panel systems that have been proposed in past years and discusses their inadequacies. Part II summarizes the arguments concerning the central panel system of administrative adjudication. Part III discusses several of the integral elements of a central panel system and analyzes the state statutes and the proposed federal legislation in light of these elements. Interstate Fisheries Management Problems: The Case Of Striped Bass, Richard Randall Schneider

The striped bass (Morone saxatilis), or rockfish, fishery has been important both commercially and recreationally for decades along the Atlantic seaboard. In recent years, though, the fishery has undergone a serious decline and, as a result, has elicited considerable public concern. Although specific reasons for the decline have not been pinpointed, it is clear that inconsistent management practices within the range of striped bass have done little to help the fishery's condition. An anadromous species, striped bass spawn in the fresh water reaches of estuaries, after which many of the individuals return to the coastal ocean. In the Atlantic, the …

Carriage Of The Package By Sea: An Analysis Of Laws Governing Shipowner Liability For Cargo Damange, Amy M. Stone
Theses and Major Papers
This thesis traces the development of laws governing limitation of shipowner liability to cargo owners from the Harter Act to the Hague Rules and the Carriage of Goods by Sea Act (COGSA). The inadequacy of the $500 per package limitation of liability as protection to shippers is illustrated through the use of case studies by comparing the application of this provision to break-bulk shipments when COGSA was first passed to its application today in the age of containerization. The efforts of the major maritime nations to revise the Hague Rules/COGSA system in the Visby Amendments are examined and compared to …
